Job Responsibilities

Under the general supervision of the Senior Database Administrator, manages the SCDPS Geographic Information System program. Lead the development of user applications for a geographic information system (GIS) and supervises the activities of a technical staff while adhering to the established (Office of Information Technologies) OIT policies, procedures, and practices in the performance of assigned duties.

Manages distribution of ESRI software and user licenses for agency. Coordinates with Asset Management Team to plan budget and maintenance or software and licenses.

Manages the GIS migration to RFA in compliance with established policies of OIT. Serve as lead adviser on technical aspects of GIS implementation.

Develops and maintains GIS content and applications in both ArcGIS Enterprise and ArcGlS Online using ESRI and other software for SCDPS needs. Meet with key stakeholders to analyze and accommodate GIS user requirements. Creates Tableau reports and dashboards as required.

Creates and maintains technical and functional GIS documentation. Establish policies, standards, procedures, and best practices for GIS program that adhere to SCDIS 200 and NIST 800-53.

Serves as support for agency GIS needs by utilizing information technology's support ticket tracking system to log all work items, receive work items and document helpful information on work items. Serves as the staff expert on GIS matters.

Mentor junior technical staff. Prepares and presents plans and status reports and assists in developing long term strategic plans.

Minimum and Additional Requirements

A bachelor's degree in related field, or an associate's degree and relevant work experience, or an approved acceptable equivalent.

Agency Additional Requirements

Knowledge of relevant laws, regulations, policies, and procedures. Ability to exercise judgement and discretion. Ability to communicate effectively both verbally and in writing. Ability to establish and maintain effective working relationships. Knowledge of advanced geospatial concepts. Knowledge of common programming languages and platforms used in a geospatial environment. Knowledge of application development lifecycle.

Under general supervision of the Senior Database Administrator, the employee will be called upon to exercise sound judgement in work scenarios, comply with policies and guidelines, and perform assigned duties. The employee must be able to work in the following scenarios: independently, with other IT teams, with other agency departments and with third party vendors.

he work week is regular hours up to 37.5 hours per week, some travel as required. Employee will be assigned a work cell phone. Employee may be asked to travel for conferences, conventions, and occasional work site visits. Employee may be responsible for application support during off-work hours.
