Director of Affordable Programing

East portfolio . This position will work remote and

must be located in the Tri-State Area , reporting to the SVP of Operations.OVERVIEWThe Regional Director, Affordable Programing, under the guidance and supervision of the Senior Vice President of Operations, is responsible for ensuring the accurate and efficient execution of and compliance with affordable housing program regulatory requirements (HUD, LIHTC, bond, and otherwise). The Director will lead a regionally based team charged with the execution of effective annual administrative operating cycles, ensuring all regulatory requirements are completed, and liaise with the various governmental agencies, housing authorities, and other stakeholders to maximize economic outcomes and minimize operational risks. From time to time, this position may be called upon to perform corporate or ad-hoc projects to meet business needs. The position requires proven success demonstrating leadership, problem-solving, decision-making, multitasking, and organizational skills.KEY RESPONSIBILITIESIn coordination with the Senior Director of Compliance, assist with the creation and development of necessary policies, procedures, guidelines and SOPs.Ensure understanding of property operations, communicate to all necessary stakeholders any documented regulatory changes that impact operations.In coordination with the Portfolio and Asset Management teams, assist in the development, maintenance and reporting of key performance indicators (KPI), key risk indicators (KRI) and others as necessary.Foster and develop relationships with local and state agencies with jurisdiction over the affordable housing programs (collectively, the “Agencies”).Stay current with federal, state and local updates regarding various program requirements.Assist as needed with the preparation, submission and tracking of required monthly, quarterly and annual documentation and/or reporting due to Agencies and Stakeholders.Work with the Property Operations Teams to complete initial eligibility interviews for occupancy to ensure compliance with federal, state and local regulatory program requirements as well as Fair Housing regulations.Identify necessary training and methods, to ensure appropriate understanding and competency by position (e.g. tax credit, section 8, EIV, either using internal or external sources).Coordinate with fair housing council to ensure site teams are trained in fair housing and reasonable accommodations and assist teams in evaluating reasonable accommodation and modification requests.Prepare site teams for scheduled Agency/Stakeholder file audits and prepare/review required responses.Prepare responses necessary to resolve 8823's and other Agency findings.Oversee the site level implementation of updated income limits and utility allowances on an annual basis.When necessary, coordinate with Property Operations to establish appropriate/best practices.Provides support to site staff on answering compliance related questions and program regulations as they relate to occupancy and qualifying requirements on file reviews.Interface with government/regulatory agency representatives regarding affordable housing questions, compliance issues, etc. as needed.Serve as liaison to necessary 3rd party vendors including, but not limited to: legal representation, consultants, auditors and training providers.When required, provide resources to assist on-site with vacancy, recertifications, file audits/updates/clean-up, etc.COMPENSATION RANGE:$120K - $150K per yearPlus annual performance bonusCompensation for this position is dependent on a variety of factors, including individual qualifications and geographical location. The range provided is intended to offer a general guideline and may vary based on these factors.
