(HCD) has a Career Service opening for a

Housing Policy Analyst, Project/Program Manager II

to join the Planning, Policy, and Special Projects team. This position will work on major plans, projects, and programs such as the comprehensive plan, the Skyway-West Hill Anti-displacement strategies implementation, preparing ordinances and transmittals to the King County Council, federal grants planning and reporting, and community engagement to support this and other work.HCD is looking for a reliable individual with strong writing skills and a passion for advancing housing affordability solutions. The ideal candidate will have experience working on local affordable housing policy development. To succeed in this role, one must be able to take direction from and collaborate with people working as teams on policies, plans, and special projects.SCOPE OF JOB DUTIES

To be considered minimally qualified, applicants must demonstrate a background that provides the knowledge, skill, and ability to:Apply an equity and social justice mindset to all aspects of the work in partnership with team members, other Division and DCHS staff, and internal and external stakeholders.Collaborate with teammates to develop reports, presentations, and briefing memos. This includes transmittals to the King County Council.Work with community members, community-based organizations, and perform other community engagement activities.Support other teams’ efforts to leverage planning and policies to address racial disparities and inequities in housing access.Draft housing-related ordinances, regulations, and other policy documents.Apply project management skills to successfully deliver products and services.Lead and support special project assignments.Other duties as assigned, such as supporting community-based organizations through contracting.WE ARE LOOKING FOR CANDIDATES WHO HAVE:

A bachelor's degree in public policy, political science, urban planning, public administration or related field and at least two (2) years of experience working or supporting research in housing policy, local or regional housing planning, land use planning, or similar experience.

Additional housing or planning-related experience may be substituted for the degree on a year-for-year basis.Knowledge of the

history and legacy of racially exclusive and discriminatory land use and housing practices

in the United States.Good communication skills , both written and verbal, for different audiences and communication needs, including the ability to work with people of various cultural backgrounds, and communicate complex policy topics to a general audience.Are

highly organized

with a demonstrated ability to succeed in a

fast-paced dynamic environment , work on several tasks simultaneously, organize and prioritize work quickly in response to changing needs, and meet deadlines.Demonstrated ability to research best practices; gather

qualitative and quantitative data ; and

analyze, synthesize, and draft reports

summarizing findings.Demonstrated experience applying

equity and social justice principles and practices .An interest in

leveraging public policy and programs

to empower historically underserved communities.Ability to work independently and as part of a diverse team.Are proficient in Microsoft Word, PowerPoint, Excel, Outlook, and web-based research methods.Desired Qualifications:

Experience working with communities disproportionately impacted by housing disparities.Familiarity with King County-specific affordable housing issues.Experience either working for a local government/public agency or an organization that works on land use and/or affordable housing planning or public policy issues, particularly within the Puget Sound region.Experience developing and/or implementing housing or land use plans, policies, and/or actions.Experience in providing technical assistance to community members, community organizations, jurisdictions, or other external stakeholders.ADDITIONAL POSITION INFORMATION:

This position has been designated Non-Mission Critical. Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather.The work associated with this position will be performed or conducted through a combination of teleworking and onsite work and meetings. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.This position is scheduled to work 40 hours per week, Monday - Friday, 8am - 5pm. This position meets the provisions of the Fair Labor Standards Act and is overtime eligible with supervisory pre-approval.This position is represented by PROTEC17 (C23).Classification: Project/Program Manager IIWHO MAY APPLY:
