Harkcon is looking for a Program Manager to support the CISA Cybersecurity Division (CSD). CSD leads the Nation's strategic and unified work to strengthen the security, resilience, and workforces of the cyber ecosystem to protect critical services. The PM will oversee program development, operational support, and other administrative and analysis functions in support services to CSD. This position is contingent upon contract award.Role:

Manage a large team of 50+ people, overseeing daily tasks and operations to ensure high quality and timely delivery.Serve as primary point of contact for the client.Provide quality assurance for all products, services and deliverables.Manage all daily operations of the project, including oversight of team members, communications with the client, and financial responsibilities (invoicing, approving timesheets, etc.).Lead the interface with clients, including executives, to capture information and present status updates and analyses.Design and maintain the project plan, alignment of resources, management to deliverable deadlines, and contract management to maintain cost control, schedule, and quality of all services and products.Lead or support process documentation and improvement efforts including evaluating the current state, identifying and prioritizing areas for improvement, and working with stakeholders to develop, document, implement, and sustain new processes.Proactively engage with others to identify challenges, recommend solutions, create value, integrate diverse perspectives, and manage expectations.Translate complex concepts and solutions into deliverables ranging from standard operating procedures, project management plans, and other guidance documents to PowerPoint presentations, one-pagers, newsletters, emails, job-aids, checklists, and other communication materials.Apply strong communication skills to build relationships, connect people, and support team members.Deliver recommendations, with supporting criteria, to project sponsors and leadership.Work with stakeholders from various government and contractor teams to coordinate scheduling and other program-wide efforts.Qualifications:

10+ years of demonstrated experience managing projects on a full-time basis.PMP Certification from PMI.Federal consulting experience at DHS - Department of Homeland Security; preferably working with senior level executives.10+ years of experience in managing teams of over 50+ people in cyber security planning, communication, stakeholder management and senior executive support in federal government office.Master's degree in a relevant field.Strong verbal and communication skills.Must be a U.S. Citizen.Ability to obtain and maintain a Top Secret clearance.Benefits
