ABOUT THE ROLEMTC, through the Bay Area Toll Authority (BATA), collects toll funds and uses that money to fund major projects that support bridges, roads, and the Bay Area transportation network. The FasTrak Customer Service Center (CSC) manages millions of accounts and processes electronic toll transactions and toll evasion notices for seven state-owned toll bridges, the Golden Gate Bridge, and Bay Area Express Lanes. The tolling program is crucial to both generating revenue for regional transportation needs and to congestion management strategies.The work related to the implementation and maintenance of the FasTrak CSC systems and operations is contracted to an outside vendor and includes the contact center, web services, toll transaction and violation processing, revenue collection, and payment processing. This position will be part of a team managing the FasTrak CSC systems and operations vendor and will include coordination of multiple projects and stakeholders to support the tolling program. The selected candidate will lead and/or support a variety of tasks for the FasTrak Program including: project and contract management, communications/coordination with stakeholders, system performance monitoring, developing improvement plans, budgeting, and other tasks.Specific duties and responsibilities include, but are not limited to, the following:Develop scopes of work, evaluate cost proposals, negotiate change orders, develop contract documents, and verify compliance with scopes of work.Perform document review, test script review, test witnessing, and system test results review.Oversee implementation of projects including approval of release schedules, post-implementation system monitoring, and development of punch lists as required.Monitor vendor compliance with financial, technology, and payment industry standards, including supervision of external reviews (e.g. with Payment Card Industry Data Security Standard).Analyze business processes and recommend improvement opportunities to optimize system and business flows.Conduct system quality audits and develop corrective action plans.Identify system improvement and efficiency opportunities, develop action plans and coordinate implementation with contractors and other agencies and support implementation of updated business rules, policies and/or procedures.Identify issues with transaction processing and revenue collection at all stages of transaction processing.Serve as liaison to external stakeholders and vendors including regional, national, and California Toll Operators Committee (CTOC) agencies.Work closely with MTC Finance, Legal, and Operations staff to coordinate and resolve FasTrak contract issues.KNOWLEDGE, SKILLS, & ABILITIESThe ideal candidate in this position must be able to:Be self-disciplined and a self-starter who is motivated to plan, prioritize, perform multiple concurrent assignments and meet deadlines independently.Analyze complex operations and business problems using data and qualitative information, evaluate alternatives and reach sound conclusions.Manage contracts and vendor services.Develop strategies and practical solutions and articulate recommendations; Prepare and make presentations to technical and policy decision makers.Partner and ensure program success: establish and maintain effective working relationships with internal stakeholders, the program contractor and other vendors, consultants, BATA leadership team, and partner agencies.Develop consensus among in-house staff, partner agencies, and consultants.Develop, implement, operate and evaluate service delivery programs.Effectively articulate complex issues to both technical and non-technical stakeholders.MINIMUM QUALIFICATIONSAn appropriate combination of education and experience that has provided the required knowledge, skills, and abilities is qualifying. A typical way of obtaining the required qualifications is:Education:

A Bachelor's degree in an appropriate field related to the area of assignment, such as transportation planning, project management, public finance, transportation engineering, economics, business, or public administration. A Master's degree is desirable. Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with their application.Experience:

Two years of increasingly responsible experience in an appropriate field related to the area of assignment.LICENSE/CERTIFICATE:

Possession of a valid California Class C driver's license and a safe driving record, or the ability to provide alternate transportation which is approved by the appointing authority.EMPLOYMENT REQUIREMENTS
