ABOUT THE ROLEThe Tolling Services and Revenue Section delivers two major functions necessary for MTC’s operation of the region-wide FasTrak system: (1) direction of the planning, implementation and daily operations of the system, including management and oversight of the FasTrak Customer Service Center operations, and (2) financial oversight for the processing, reconciliation, settlement, and reporting of tolls collected for Bay Area Toll Authority (BATA) and Bay Area Infrastructure Financing Authority (BAIFA) toll facilities, and toll facilities owned by other regional operators including the Golden Gate Bridge and express lanes in Alameda, Santa Clara, and San Mateo counties.The Section Director will report directly to the Chief Financial Officer and will be responsible for delivering the functions described above through the management of two Assistant Directors and a team of approximately 30 staff. The Section Director may perform other duties as needed or assigned. This position will have responsibility for planning and strategy development for MTC’s overall implementation of the region’s FasTrak operations, including the back-office system, the regional customer service center, and the accounting of revenue coming through the FasTrak system as well as less substantial responsibilities related to the accounting for revenue from the region’s Clipper program.The Section Director will need to work with the Assistant Directors to ensure that all assignments are resourced correctly to ensure operational success. The Section Director will also need to coordinate with a number of other section directors and staff across the agency and should be highly collaborative in nature. The Section Director will also develop and deliver presentations, as appropriate, to the Executive Officers, the BATA Board, and other key stakeholders.KNOWLEDGE, SKILLS, & ABILITIESThe ideal candidate will have the following knowledge, skills, and abilities:Knowledge of:Familiarity with accounting requirements for toll revenue recognition;Efforts associated with the implementation and operation of enterprise systems related to tolling – especially with private sector partners;Efforts associated with the operations of a customer service center – especially one operated in conjunction with a private sector partner; andMethods and techniques of report preparation and writing.Skills and Abilities:Possess exemplary project/program management skills and be able to lead on multiple projects concurrently and effectively;Ability to build consensus in challenging environments that include external stakeholders;Be adept at analyzing problems, developing strategies, and making practical and timely recommendations;Ability to develop and communicate plans to improve Tolling operations through new technology, policies or business practices;Proven interpersonal skills, with experience leading among various groups (e.g., contractors, transit agencies, public);Understand topics, business cases, and issues relevant to financial collection operations;Critical and analytical thinking;Strong presentation skills;Collaborative style focused on teamwork;Ability to communicate effectively both orally and in writing;Ability to work with internal MTC staff, external auditors, project managers, consultants, contractors and vendors;Ability to lead and mentor staff;Ability to make involved and accurate computations; andProficiency in Microsoft Office Suite.MINIMUM QUALIFICATIONSEducation:

Completion of a Master's degree from an accredited college or university.

Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with the application.

Alternatively, a Bachelor's degree with an equivalent combination of education and experience is acceptable.

Experience:

Minimum of six (6) years of increasingly responsible experience effectively leading and managing a division or department doing related work. Experience should include a minimum of four years senior management experience in agency administration, operations, management or similar position. Managing administrative support services; budget development, analysis and management; business or public administration; presenting to boards, commissions and/or committees, responding to public inquiries and requests, reporting to executive management.
