ABOUT THE ROLEThe Section Director, Data Strategy and Analytics, is a newly created position at MTC. Under the general supervision of the Deputy Executive Director, Metro Planning and Policy, the individual in this position will function as a member of MTC’s senior management team to anticipate, identify, initiate, implement, and carry to completion the responsibilities for the respective section. This position will partner with the Section Director, Technology Services to align technology, data, and information security strategies. Responsibilities include leading and mentoring staff, providing performance oversight, and clarifying performance expectations. More importantly, Section Directors work collaboratively in a team environment with other MTC directors and staff including engaging in MTC’s long- and short-term goals and objectives.Data StrategyThe individual in this position will lead the agency’s efforts to enhance and maintain a data-driven culture, ensuring data is effectively integrated into all aspects of policy and planning functions. This role involves guiding the agency toward more informed decision-making processes by leveraging data insights. A critical responsibility will be to develop a comprehensive data strategy, effectively communicate and socialize this strategy across the organization, and oversee its successful implementation.

Carry Out the Data and Visualization Budget and Work PlanThe person in this position will be responsible for carrying out a robust data and visualization portfolio. The team routinely manages large datasets, develops data tools for local partners and the general public, and provides strategic technical support for regional planning and policy initiatives. The Director will bring a strong culture of data security and quality expertise.

Staff and Contractor SupervisionThe Director will supervise a dynamic and growing team with specialized skills in spatial analysis, application development, and database management. This includes oversight and coordination of staff work, review and evaluation of work products, and ensuring analytical methods and data tools are reliable and effective.

KNOWLEDGE, SKILLS, & ABILITIES

Demonstrated leadership ability with strong analytical, problem-solving, organizational, and interpersonal skills.A strong background in data management and geospatial analysis within an urban planning and/or public policy context.Mastery of ESRI's ArcGIS software platform, experience with building spatial models and repeatable workflows using Python.Demonstrated understanding of Cloud Architecture and services (Google Cloud, AWS, etc.).Familiarity with California planning practice, including Regional Sustainable Communities Strategies (SCS) and the California Environmental Quality Act (CEQA).Familiarity with transportation planning policies and practices.Experience with web application development.Ability to manage highly technical discussions and facilitate decision making.Ability to build consensus among diverse stakeholders.Manage complex budgeting and expense monitoring.Communicate clearly and concisely, both verbally and in writing.Develop schedules and task assignments; anticipate and adjust for problems.

MINIMUM QUALIFICATIONSEducation

: Completion of a Master's degree from an accredited college or university. Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with the application. Alternatively, a Bachelor's degree with an equivalent combination of education and experience is acceptable.Experience

: Minimum of six (6) years of increasingly responsible experience effectively leading and managing a division or department.
