ABOUT THE TEAMThe Clipper Section is responsible for the development, policy and operations of the Clipper fare payment program, which processes nearly 13 million transactions and settles close to $30 million in revenue for 24 transit agencies each month. The Clipper fare payment program is one of the most significant accomplishments MTC and transit operators have delivered for Bay Area transit riders. For riders, Clipper is the easiest way to pay for transit by bus, train or ferry. Clipper cards hold cash value, transit passes or a combination and can also be used to unlock Bay Wheels bike share bikes. The Clipper program also delivers discounts for eligible riders and is the basis for regional fare coordination efforts.

In 2016, MTC and Bay Area transit operators established a Clipper Executive Board to oversee and direct the Clipper Program. The Memorandum of Understanding (MOU) establishing the Board defines transit operator responsibilities, MTC responsibilities, “contracting agency” responsibilities (MTC currently serves in this role), and Clipper Executive Board duties among other provisions. The MOU also established a Clipper Executive Director position.

In September 2018, MTC on behalf of the Clipper Executive Board awarded a Next Generation Clipper contract to Cubic Transportation Systems. MTC staff and transit operators are working to implement this contract, replacing obsolete Clipper hardware and software and modernizing the system to be flexible for future needs. The next-generation system will support account-based transactions and open payments via credit and debit cards but also enable innovative fare pricing and marketing strategies. The next-generation system will support paratransit payment and integration with other transportation providers. The Clipper program is a crucial foundation for regional network management and transit enhancement initiatives. Start of transition to the new system is imminent.

ABOUT THE ROLEUnder the general supervision of the Deputy Executive Director, Mobility, the Section Director, Clipper, will function as a member of MTC’s senior management team to anticipate, identify, initiate, implement, and carry to completion the responsibilities for the respective section. Importantly, Section Directors work collaboratively in a team environment with other MTC directors and staff including engaging in MTC’s long- and short-term goals and objectives.

Section Director responsibilities include leading and mentoring staff by providing performance oversight and clarifying performance expectations. The Section Director, Clipper works collaboratively in a team environment with other MTC directors and staff including engaging in MTC’s long- and short-term goals and objectives, providing periodic presentations to the Commission and a host of committees and member agencies, local and regional governments, community stakeholders, private partners, and an extensive list of federal and state agencies and regulators.Manage and motivate a team of more than a dozen professionals with diverse areas of expertise in program and contract management, software implementation and testing, financial accounting and reconciliation, customer service, and marketing and communications in extremely varied transit operating environments.Serve as Executive Director to the nine-member Clipper Executive Board and supporting the MTC Commission. The Board meets monthly and is comprised of transit operator General Managers and the MTC Executive Director. The Clipper Executive Director is responsible for regional coordination of the Clipper program on behalf of MTC and the transit operators, oversight of consultants and contractors retained for the design, operation and maintenance of the Clipper program, and effectuation of the goals and work plan adopted by the Executive Board in accordance with the budget.Direct staff and contractors to operate the existing Clipper system, including coordinating multiple contractors delivering the next-generation system (the system integrator, card supplier, merchant services provider, and customer service center operator) and ensure reliable operations of the Clipper mobile app, Clipper payment options on Apple and Android phones, discount programs, in-person customer service centers, and retail network.Establish, secure approval for, and manage to the adopted Clipper program budget and workplan, including ensuring sufficient funding.Communicate and coordinate extensively with Clipper stakeholders in transit agencies and the Director of Regional Network Management and other MTC executives to meet regional seamless transit and transit ridership recovery objectives and facilitating involvement of staff from transit agencies in program management.Monitor performance of the Clipper system and devices, analyze system performance data to inform recommendations, and respond to system outages.Lead deployment and testing of next-generation Clipper devices (readers on rail platforms and transit vehicles, retail add-value devices, etc.) and facilitate customer transition to the new system.Act as the primary representative of the Clipper program.KNOWLEDGE, SKILLS, & ABILITIES

Education

: Completion of a Master's degree from an accredited college or university.

Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with the application.

Alternatively, a Bachelor's degree with an equivalent combination of education and experience is acceptable.

Experience

: Minimum of six (6) years of increasingly responsible experience effectively leading and managing a division or department doing related work. Experience should include a minimum of four years senior management experience in agency administration, operations, management or similar position. Managing administrative support services; budget development, analysis and management; business or public administration; presenting to boards, commissions and/or committees, responding to public inquiries and requests, reporting to executive management.PREFERRED QUALIFICATIONSEducation

: Completion of a master’s degree in a relevant major from an accredited college or university. Preference will be given to candidates with degree programs in civil or transportation engineering, planning, urban design and transportation funding.
