For more information about MTC, visit us at www.mtc.ca.gov.ABOUT THE TEAMThe Sustainable Mobility and Operations (SUMO) section is a newly formed section that brings together long-standing initiatives focused on both helping customers use the multi-modal system more effectively and improving the system’s operational efficiency and safety. The Section Director will oversee the strategic development, implementation and management of transportation demand management, active mobility, climate, safety, motorist aid and transportation system management programs that are pivotal for achieving a healthy, connected, equitable and sustainable Bay Area.

The section’s portfolio includes programs, plans and services for which MTC and ABAG are directly responsible as well as programs through which the agencies provide planning, technical and financial support to other agencies. The team’s operational responsibilities require some staff to track and respond to events on very short notice and outside regular working hours. The section’s work is done in close partnership with transit agencies, local jurisdictions, regional employers, county transportation agencies, the Bay Area Air Quality Management District, Caltrans and the California Highway Patrol.

ABOUT THE ROLEUnder the general supervision of the Deputy Executive Director, Mobility, the Section Director, Sustainable Mobility and Operations, will function as a member of MTC’s senior management team to anticipate, identify, initiate, implement, and carry to completion the responsibilities for the respective section. Importantly, Section Directors work collaboratively in a team environment with other MTC directors and staff including engaging in MTC’s long- and short-term goals and objectives.

Section Director responsibilities include leading and mentoring staff by providing performance oversight and clarifying performance expectations. The Section Director, Sustainable Mobility and Operations works collaboratively in a team environment with other MTC directors and staff including engaging in MTC’s long- and short-term goals and objectives, providing periodic presentations to the Commission and a host of committees and member agencies, local and regional governments, community stakeholders, private partners, and an extensive list of federal and state agencies and regulators. In addition to overseeing approximately 30 staff, cross-functional teams, and multiple outside consultants, contractors, and regional partners (as needed), the Section Director, Sustainable Mobility and Operations will oversee a diverse and changing set of assignments from conceptualization of approaches to preparation of specific products, to public review, and action by the Commission or ABAG. These assignments have revolved around the following key program areas:Active Transportation

: MTC provides policy, planning and design guidance, technical assistance, and partnership building to support implementation of the Active Transportation Plan, Complete Streets Policy, and San Francisco Bay Trail. In addition, MTC provides the Regional Bikeshare Program Bay Wheels, which includes an agreement with Lyft, expansion of stations and ebikes, and a capital grant program to support other Bay Area agencies pursuing bikeshare pilots.Climate Initiatives & Transportation Demand Management

: MTC actively shapes regional and state climate policy and develops and implements initiatives to achieve the region’s 19% GHG reduction target in Plan Bay Area 2050. Specifically, MTC provides policy, planning and funding assistance to local jurisdictions for strategies such as mobility hubs, parking management and transportation electrification, and MTC’s Transit Oriented Communities Policy. MTC also directly manages TDM programs including the Commuter Benefits Program, Regional Vanpool Program and Carpool Program.511 SF Bay Traveler Information

: MTC operates the 511 SF Bay Traveler Information Program, which provides real-time multi-modal and emergency traveler information via web, phone and electronic displays. In addition, the 511 SF Bay Open Data Program provides diverse travel data regional feeds and APIs free of charge.Incident Management, Freeway Operations and Motorist Aid

: MTC partners with Caltrans, the California Highway Patrol, and first responders on several programs that improve safety, mobility, air quality and freeway operations. These include Service Authority for Freeways and Expressways (SAFE) Freeway Service Patrol and Call Boxes, Incident Management Task Force and Traffic Incident Management Dashboard, and Connected Bay Area supporting freeway operation and communications systems.Regional Transportation Disaster Preparedness Planning and Coordination

: MTC works with the state office of emergency services, the region's 27 transit operators and Caltrans to establish plans, procedures and communication channels to respond and recover in the event of a major regional emergency such as earthquakes or fires.KNOWLEDGE, SKILLS, & ABILITIESThe ideal candidate will have the following knowledge, skills, and abilities:

Preferred Knowledge of/Familiarity with :

Active transportation network planning, policy, design and funding.Policies and strategies for transportation demand management and for reducing greenhouse gas emissions.Multi-modal traveler information systems.Freeway safety, incident management and/or traffic management systems.Intelligent transportation system technology procurements and implementation and operations, especially for large scale systems.Regional and multimodal transportation planning, policy, and funding.Program and project management.Skills and Abilities

Demonstrated leadership ability with strong analytical, problem-solving, organizational, and interpersonal skills.Exemplary project/program management skills including ability to lead multiple projects concurrently and effectively. Ability to set and gain support for objectives and goals, scope out length and difficulty of projects, break down work into steps, develop schedules and assignments, anticipate and adjust for problems and roadblocks, and measure performance against goals and evaluate results.Analytical and critical thinking, and creative problem-solving skills.Ability to facilitate and make decisions that produce high-quality results by applying skills and knowledge and calculating risks.Ability to communicate clearly and concisely, both verbally and in writing, distilling complex, often technical concepts into compelling, relevant and understandable presentations.Ability to apply equity principles in transportation planning and operations as well as in section operations and culture.Ability to execute complicated procurements and vendor selection processes and manage vendor and consultant relationships.Ability to ensure program oversight, including complex budgeting and expense monitoring.MINIMUM QUALIFICATIONS

Education

: Completion of a Master's degree from an accredited college or university. Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with the application. Alternatively, a Bachelor's degree with an equivalent combination of education and experience is acceptable.

Experience

: Minimum of six (6) years of increasingly responsible experience effectively leading and managing a division or department doing related work. Experience should include a minimum of four years senior management experience in agency administration, operations, management or similar position. Managing administrative support services; budget development, analysis and management; business or public administration; presenting to boards, commissions and/or committees, responding to public inquiries and requests, reporting to executive management.
