ABOUT THE TEAMThe Clipper Section is responsible for the development, policy and operations of the Clipper fare payment program, which processes nearly 13 million transactions and settles close to $30 million in revenue for 24 transit agencies each month.

ABOUT THE ROLEUnder the general supervision of the Deputy Executive Director, Mobility, the Section Director, Clipper, will function as a member of MTC’s senior management team to anticipate, identify, initiate, implement, and carry to completion the responsibilities for the respective section.

ESSENTIAL DUTIES & RESPONSIBILITIES

Manage and motivate a team of more than a dozen professionals with diverse areas of expertise in program and contract management, software implementation and testing, financial accounting and reconciliation, customer service, and marketing and communications in extremely varied transit operating environments.

Serve as Executive Director to the nine-member Clipper Executive Board and support the MTC Commission.

Direct staff and contractors to operate the existing Clipper system, ensuring reliable operations of the Clipper mobile app, Clipper payment options, discount programs, and customer service centers.

Establish, secure approval for, and manage the adopted Clipper program budget and workplan.

Communicate and coordinate extensively with Clipper stakeholders in transit agencies.

Monitor performance of the Clipper system and devices, analyze performance data, and respond to system outages.

Lead deployment and testing of next-generation Clipper devices.

Act as the primary representative of the Clipper program.

QUALIFICATIONSKNOWLEDGE, SKILLS, & ABILITIES

Familiarity with electronic/automated payment or mobile payment systems.

Knowledge of public transit system policies, planning, operations and customer services.

Demonstrated leadership ability with strong analytical, problem-solving, organizational, and interpersonal skills.

Exemplary project/program management skills.

Ability to communicate clearly and concisely, both verbally and in writing.

Execute complicated procurements and vendor selection processes.

Ability to ensure program oversight, including complex budgeting and expense monitoring.

MINIMUM QUALIFICATIONS

An appropriate combination of education and experience that has provided the required knowledge, skills and abilities is qualifying. A typical way of obtaining the required qualifications is:

Education : Completion of a Master's degree from an accredited college or university. Alternatively, a Bachelor's degree with an equivalent combination of education and experience is acceptable.

Experience : Minimum of six (6) years of increasingly responsible experience effectively leading and managing a division or department doing related work.
