Job Description

GENERAL PURPOSE The Geographic Information Systems (GIS) Specialist is responsible for maintaining assessment and other records, providing information and assistance regarding assessment matters, and locating properties.

SUPERVISION RECEIVED This position reports directly to the Director of Fiscal Affairs.

SUPERVISION EXERCISED This position is not responsible for the supervision of other employees.

ESSENTIAL DUTIES OF THE POSITION Provides information and assistance regarding assessment matters, tax bill preparation, and locating properties.

Maintains assessment, occupation, and other files.

Maintains the GIS mapping workstation.

Works closely with school districts, tax collectors, the public, and other individuals/agencies.

Edits and maintains the tax parcel digital boundary lines. Trains and assists Geographic Information Systems (GIS) Technician 1 and 2 with mapping software, and standard office practices.

Performs tax parcel conversion.

Performs Geographic Information Systems (GIS) analysis or digitizes data to create maps, reports, and building permit layers to support Property Assessment as requested for field inspection or special projects.

Researches and develops new ways to use technology to advance Property Assessment / Property Mapping relationship.

Maintains web pages for Property Assessment, Tax Claims, and Property Mapping.

Attends continuing education classes and seminars to maintain state CPE certification and stay current with Geographic Information Systems (GIS) technology.

REQUIRED MINIMUM QUALIFICATIONSEDUCATION & EXPERIENCE

- Completion of a high school, or general equivalency diploma;

AND

Graduation from an accredited college or university with a Bachelor's degree in a Geography related field;

AND

At least three (3) years of satisfactory full-time professional experience in Assessment/Appraisals and Geographic Information Systems (GIS);

AND

Must be a resident of the Commonwealth of Pennsylvania for a minimum of six (6) months.

KNOWLEDGE, SKILLS, AND ABILITIES Ability to function independently, have flexibility, and the ability to work effectively with the public, co-workers, and other related professionals.

Knowledge of GIS software and database management.

Knowledge of practices and laws regarding property assessment, deeds, and survey plans.

Ability to research and approach problems in a logical manner.

Comprehensive knowledge of cartography regarding map creation, analysis, and interpretation.

Strong customer service skills.

Attentive to details.

Ability to coordinate multiple priorities and competing time demands.

Ability to read, write, speak, understand and communicate in English to perform the duties of this position.

TOOLS AND EQUIPMENT Telephone, personal computer (including word processing and spreadsheet software), calculator, writing implements, fax machine, copy machine, and paper shredder.

PHYSICAL DEMANDS While performing the duties of this job, the employee is frequently required to walk, sit, talk or hear.

I. Medical Insurance

Coverage begins for the employee the first of the month following full-time employment for employees and their eligible dependents. Cost to the employee to participate in the plans varies by the coverage selection and number of dependents; and may be subject to collective bargaining, if a union member. The employee may also elect to opt out of the County's medical insurance if proof of coverage through the spouse's employer is provided. Under this arrangement, the employee is provided with an annual $1,500.00 opt out payment.

II. Vision and Prescription

Coverage begins for the employee the first of the month following full-time employment for employees and their eligible dependents. Copayments may vary, subject to collective bargaining, if a union member. Coverage under the vision plan varies and depends upon the employee's choice of doctor and frame selection.

III. Dental Coverage

Coverage begins for the employee the first of the month following full-time employment for employees and their eligible dependents. Copayments may vary, subject to collective bargaining, if a union member.

IV. Life Insurance

A life insurance policy is afforded to full-time employees beginning on the first day of employment, unless specified differently in a collective bargaining agreement. It remains in effect as long as the employee is actively employed and terminates upon resignation or retirement. $20,000 is afforded to all eligible employees.

V. Retirement

All full-time employees and part-time employees working more than 1000 hours per year qualify for County of Northampton retirement benefits, in which employees must contribute 5% of their earnings, and employees may choose to add additional voluntary contributions, not to exceed an additional 10%. Additionally, employees may participate in an optional deferred compensation plan (457(b)) which may provide present tax advantages and future retirement savings. Such arrangements are made directly with the providers and the County will administer payroll deductions only.

The Geographic Information Systems (GIS) Specialist position is part of the AFSCME Residual Union, and starting salary is dictated by the Collective Bargaining Agreement. The starting salary for this position is $25.4966 per hour ($53,033 annually), and is non-negotiable.
