Supply Chain / Economic / Compliance Analyst - DOC BIS (Hybrid) Location: Washington, D.C. We are actively seeking an experienced Supply Chain / Economic / Compliance Analyst to support the U.S. Department of Commerce's (DOC's) Bureau of Industry and Security (BIS) in efforts to advance national security, foreign policy, and economic interests. This role will report in person to the Department of Commerce, Herbert C. Hoover Building (HCHB), Washington, DC 20230 two to three days per week. Work Description: The Bureau of Industry and Security (BIS) develops export control policies, issues export licenses, and prosecutes violators to heighten the nation's economic prosperity. The objective of this project is to enhance the Office of Technology Evaluation's ability to conduct technical analysis, research, data analytics, data visualization, and technical support for the BIS Export Administration (EA). In support of this program, the successful candidate will work with a team to provide research, analysis, and compliance processing support for the Office of Technology Evaluation's industrial base assessment tasks and Industry Requests for Information, Industry Notice of Inquiries, Section 232 investigations, Foreign Availability Assessments, and evaluations of the effectiveness of export controls on U.S. competitiveness. The Analyst will support a range of task activities, working under the direction and guidance of a task lead and Senior Analyst. Responsibilities: Design and edit surveys and analyze data from survey respondents to understand U.S. industrial base capacity and supply chain vulnerabilities. Create charts, graphs, and written information for reports based on survey data and other sources of information. Conduct in-depth research on critical technologies and industries and convey findings in written narratives, executive briefing decks, and in discussions with internal stakeholders and partner agencies. Draft and edit chapters of industrial base reports. Attend relevant project-related events, conferences, and meetings. Monitor and describe the effects of new export controls. Assess U.S. technologies, supply chains, and industries to identify dependencies that adversaries have on U.S. products. Monitor and research critical and emerging technologies relevant to U.S. competitiveness and national security. Provide supply chain analyses related to commodities and technologies of concerns to the Department. Review export and reexport transactions to identify noncompliance from foreign intermediaries and end users through a variety of data sources. Support the consultation with Allies/partner countries and outreach to industry. Support the technical analysis associated with the development of policy, planning, strategy, and execution of all requirements for export policies related to national security controls. Conduct qualitative and quantitative analyses of export policies and national security controls, U.S. industry's economic/regulatory concerns, and any impact to the Export Control Reform Act. Minimum Requirements: Bachelor's Degree 1+ years of professional experience with similar research, analysis, or policy projects for Federal agencies Active TS/SCI Clearance Preferred Qualifications: Independent problem-solving Strong writing and editing skills Willingness to learn Ability to collaborate and work effectively remotely and in-person All applicants are required to provide a writing sample that demonstrates their research and analysis capabilities.
