$35.23 - $50.83 Per HourSUMMARYHousing for Health (HFH) is a program office within Health Services Administration, a division under the Los Angeles County Department of Health Services (DHS). HFH was created in support of the Los Angeles County Homeless Initiative recommendations to address homelessness in the communities within Los Angeles County. Our organization follows a hybrid work structure where employees work both remotely and from the office, as needed.The Assistant Staff Analyst position will be in the Housing Navigation unit to assist in ensuring foster youth (single and pregnant/parenting foster youth ages 18 to 21) participants referred by the Department of Children and Family Services with locating permanent housing and linkage to intensive case management services. These services are integral to achieving housing stability, improved health outcomes, greater levels of self-sufficiency, and economic security.The Assistant Staff Analyst is responsible for assisting in the planning, directing, implementing, budgeting, and monitoring of housing navigation activities as a member of a team of analysts.ESSENTIAL FUNCTIONSInclude but are not limited to:Assists in developing policies and procedures, setting programmatic benchmarks, and collecting and analyzing outcomes data and quality of data.Provides regular programmatic updates to oversight committees, other participating departments, partner agencies, contracted service providers, and stakeholder groups.Assists in the design, implementation, and day-to-day operations of projects, and prepares project reports including service utilization, performance data, and program outcomes.Conducts contract monitoring activities including annual administrative and programmatic monitoring and invoice processing.Assists in coordination and collaboration with all project partners to ensure all elements of the projects operate efficiently and effectively.Provides technical assistance and training to project partners and develops, recommends, and implements program modifications.Supports regular oversight and in-depth tracking of clients referred to housing and Emergency Financial Assistance services, ensuring quality case management services, and providing expedited linkages to benefits advocacy services, employment services, and placement into interim and permanent housing programs.Assists in evaluating the overall success of assigned projects and reports findings to project partners and stakeholders.Collects all demographic and programmatic data and tracks all participants for quality assurance purposes.Monitors data quality and implements data improvement procedures as needed.Assists with budget development, invoice review, and analysis.Other duties as assigned.JOB QUALIFICATIONSMinimum Qualifications3 or more years of highly complex administrative experience in the health, housing, social services, or related sectors.Desirable QualificationsA Bachelor’s degree in Social Work, Psychology, Human Services, or a related field preferred.Ability to pay close attention to detail.Ability to work professionally, with courtesy and tact, and maintain confidentiality and security of documents and information.Ability to work collaboratively with multidisciplinary professionals and partners both internally and externally.Strong organizational skills, initiative, and follow-through.Computer literate and skilled in the use of MS Windows-based programs, including MS Office (Word, Excel, PowerPoint).Knowledgeable of data systems utilized across DHS and the homeless system of care, e.g., CHAMP, ORCHID, Clarity, Resource Management System, etc.Certificates/Licenses/ClearancesA valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.Successful clearing through the Live Scan and the Health Clearance process with the County of Los Angeles.PHYSICAL DEMANDSStand:
