Summary of Position:
Manages the activities of a centralized payroll department in carrying out responsibility for seven stand-alone multi-state payrolls. Undertakes the responsibility of setting up and maintaining functional payroll systems, streamlining, and documenting payroll procedures; auditing payroll transactions to ensure accurate and timely payment to employees. Requires constant research and staying up-to-date with tax regulations across multiple states. Does not spend 50% of time personally performing payroll processing and related activities.Duties and Responsibilities:Payroll Tax Administrator
Responsible for all payroll tax activities, including compliance with local, state, and federal regulations and filing local, state, and federal payroll tax returns (940’s, 941’s, SUTA Reporting, W2’s, W3’s, etc.). Work closely with Payroll Supervisor to validate accuracy of tax withholding and reporting for multi-state employees.Responsible for calculating and reporting tax liabilities, responding to questions and special requests from employees and regulatory agencies, researching laws and regulations regarding taxes and payroll withholding procedures, and preparing budgets, projections, and special reports for senior management.Effectively communicate changes in tax regulations to Payroll Staff.Register for payroll withholding and unemployment tax accounts with operations in new states.
Maintains payroll-related general ledger accounts and is responsible for the reconciliation and accuracy of balances.Determines the need for new accounts and revisions in the account structure.Researches and advises payroll staff concerning the accounting treatment of payroll-related transactions.Assists the accounting department in reconciliation of general ledger accounts associated with the payroll process including benefits, deductions, and tax as needed.Vacation and Sick Leave:
Understand and stay current with vacation and paid sick leave laws across multiple states, and with contractor contracts related to DBA, SCA, and Prevailing Wage.Other Payroll Related Tasks:
Responsible for the development of training materials, handouts, and training plans for payroll staff.Maintain payroll system including Earn Codes, Departments, Deductions, Liabilities, and all other information required to create an accurate and timely payroll process.Compile 401k Employee Census for controlled and affiliated service groups for annual discrimination testing and to ensure the plan remains qualified as required by the IRS and DOL standards.Facilitates Financial, Work Comp, and 401K audits by providing records and documentation to Auditors.Other payroll duties and projects as assigned.Minimum Education and Experience:Bachelor’s degree in finance, human resource management, or a similar field.Minimum of 5-7 years of Payroll experience strongly preferred.Excellent knowledge of payroll software, such as Vista by ViewpointOne.Knowledge, Skills and Abilities:Must be detail-oriented and able to multitask with interruptions throughout the day.Ability to make decisions with confidence.Delegate with clear defined responsibility and authority.Excellent organizational skills and self-motivated to complete routine tasks.Requires excellent verbal and written communication skills.Advanced skills in Microsoft Office Excel.Extremely strong organizational, follow-through, and time management skills.Ability to work collaboratively and effectively as a team member, as well as independently, while adhering to strict deadlines.Physical Demands:
While performing the duties of this job, the employee is regularly required to sit; use hands to finger, handle, or feel and reach with hands and arms. The employee is occasionally required to walk and talk or hear. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.Work Environment:
