The Human Resources Specialist II will play a critical role in developing and implementing policies that ensure personnel are designated at appropriate national security sensitivity and/or risk levels. This designation will reflect the potential impact an individual’s position or duties could have on the security of the Agency or its efficiency. The specialist will work closely with supervisors and managers to ensure that sensitivity designations are accurate and consistent with security access requirements.Major Duties:

Collaboration with HR: Work directly with the Agency HR division to ensure that sensitivity designations are accurately annotated and entered into the appropriate automated payroll/personnel systems.Policy and Procedure Development: Draft Position Risk and Sensitivity Level directives, policies, and procedures to align with current operations and comply with Office of Personnel Management (OPM) and Director of National Intelligence (DNI) policies and guidelines.Database Management: Develop and maintain an accessible database to effectively manage the position designation and suitability program, ensuring accurate and up-to-date records.Documentation and Tracking: Create documentation that tracks AOC employee investigations against their position designations to ensure proper alignment and compliance.Risk Assessment Process: Develop and document a systematic and repeatable risk assessment process to evaluate the risks of applying reciprocity for incoming contractors.Project Documentation: Prepare detailed documentation outlining future budgeting and staff workload requirements related to position designation and suitability programs.Professional Qualifications/Skills:

Experience: Minimum of four (4), preferably six (6), years of experience in human resources with demonstrated knowledge of federal-level position risk and sensitivity level program best practices.Task Management: Proven ability to perform a variety of tasks in support of position risk and sensitivity level management and personnel security specialists, including processing position change requests of varying complexity.Policy and Procedure Expertise: Experience in drafting and editing clear, concise, and grammatically correct documents such as reports, special studies, and policies and procedures.Communication Skills: Expert-level oral and written communication skills, demonstrating a professional demeanor and the ability to interact with others with discretion and tact. Ability to adapt communication style and tone to effectively engage different audiences.Technical Proficiency: Ability to independently identify federal-level Position Risk and Sensitivity Level requirements and manage related support duties.Work Schedule:

Monday – Friday 7:00am to 3:30pm. This position may require flexibility to manage tasks as needed.Location:
