Position Title : Executive Director, Human Resources & Organizational Development

Position Type : Full Time Regular

Annual Schedule : 12 months

Expected Work Schedule : Variable

Anticipated Days : Monday - Friday, up to 40% teleworking subject to supervisor approval and department needs

Anticipated Hours : Standard College operating hours; significant overtime expected

Work Location : A-B Tech Main Campus

Job Description Summary : Provides overall strategic HR leadership to the College. Oversees the development and implementation of human resources policies, programs, and services, including recruitment, selection, retention, professional development, legal compliance, employee benefits, employee relations, payroll, compensation, and risk management. Selects, develops, evaluates, and leads a team of human resource professionals with a goal of earning a high level of credibility as an effective and responsive internal consulting group.

Duties :Serves as a member of the Executive Leadership Team.

Advises management to ensure compliance with all federal, state, and local laws related to employee benefits, compensation, employment, training, and risk management.

Oversees the Professional Development team:

Management of employee professional development programs

Administration of faculty specific enhancement

Coordination of Western Community College Leadership Academy

Development and delivery of ongoing job training programs

Oversees the Benefits, Compensation and Data functions:

Administration of employee accommodations and guidance to supervisors in order to comply with the requirements set forth in the Americans with Disabilities Act, the Family and Medical Leave Act, Affordable Care Act and any other applicable employment laws.

Employee Leaves Management

Administration of retirement planning, communication and meetings with employees.

Campus employee risk management, payroll and data management.

Wage and salary administration, with particular emphasis on compliance with annual salary budget.

Oversees the Employment function:

Posting and recruitment of all vacant positions

Hiring and onboarding of all employees

Coordination of a highly effective orientation program

Personnel record keeping related to new hires, employee reviews, promotions, transfers, separations and exit interviews

Oversees employee investigations and relations and works with Title IX Coordinator on any employee/student Title IX investigations.

Plans, develops, and implements procedures to improve and increase the efficiency and cost effectiveness of the human resources, and organizational and professional development operations.

Serves as internal consultant to managers and advisor/mediator in employee situations in which discipline is anticipated.

Recommends new approaches, policies, and procedures to effect continual improvements in efficiency of human resources services performed.

Contributes to the College Vision, Mission, Values, and RISE statement.

Supports workforce diversity in all its aspects.

Performs other duties as assigned.

Minimum Requirements (Applicant must meet all of the minimum requirements) :Master’s degree in Human Resources, Business Administration, Public Administration, or a related field;

Five years of full-time or equivalent Human Resources, Business Administration, and/or Public Administration work experience;

Three years of full-time or equivalent administration supervisory experience.

Preferred Qualifications :Professional certification by the Society for Human Resource Management.

Human Resources, Business Administration, and/or Public Administration work experience at an organization with at least 500 employees.

Experience with an integrated computerized personnel system.

Experience with Title IX or similar case management and compliance.

Experience with employment law specific to higher education in North Carolina.

Proficiency in a foreign language such as Spanish, an East Slavic language, and/or American Sign Language.

Salary or Hourly Pay Range (Salary is Non-Negotiable) : $100,416

Total Compensation : Your total compensation goes beyond this maximum salary. Your A-B Tech benefits represent nearly 30% of your total compensation.
