Position Summary:

Responsible for overseeing HR management and department operations to adhere to organizational policies and procedures. This includes communicating between Senior management, HR department and coordinating to ensure compliance with HR laws and regulations, recruiting and staffing; performance management and improvement systems; employee orientation and training; employee relations; compensation and benefits administration; employee safety, welfare, wellness and health; and employee services and counseling.

Essential Job Functions:

HR

Providing day-to-day support to department managers and leaders on human resources/employee relations issues.

Working in collaboration with all departments to deploy company-wide initiatives.

Coordinates implementation of services, policies, and programs through the Human Resources staff.

Subject Matter Expert for HR policies, programs and practices; always ensuring company is current and senior management is kept apprised of HR status and proposed changes.

Monitors wage and salary structure, pay policies, job descriptions and performance appraisal.

Reviews and communicates personnel policies and employee handbooks to assure accuracy and agency compliance.

Identifies and resolves benefit eligibility questions through research and policy review.

Consults with legal counsel to ensure that Agency human resource personnel policies comply with all federal and state laws.

Recommends, evaluates, and participates in Staff Development for organization; Organizational Training with focus on - Onboarding enhancements; use of technology resources, customer service, project management and Management/Leadership development.

Maintains and participates in the processes for recruiting, interviewing, selection and onboarding of personnel;

Establishes priorities for recruitment, retention and training to drive the overall talent resource strategy to meet highly dynamic and ever-changing business needs.

Participates in performance or grievance issues in a professional and legally compliant manner.

Maintains knowledge of industry trends and employment legislation and ensures Agency's compliance.

Responsible for Agency compliance with Federal and State legislation pertaining to all personnel matters.

Oversees the management of all personnel records and human resource transactions such as onboarding, benefits administration, training, promotions, performance reviews and terminations.

Evaluates and manages human resources technology system that meets personnel and payroll processing information needs.

Oversees the implementation of benefit administration

Arranges and coordinates benefit informational meetings.

Participates in policy development related to benefit programs and administration of benefits.

Participates in negotiations of various contracts as it pertains to human resource benefits.

Ensure Employee engagement through enhanced access to information and resources.

Responsible for working with the Board of Director’s Human Resource committee for purpose of formulating/updating personnel policies and compensation program; occasional reporting to the Board of Directors.

Supervision

Manage primary supervision, evaluation, training and guidance, reaching benchmarks and performance standards.

Complete the strategic plan template for department to meet organizations, department and individual goals.

Evaluation of the human resource structure and team plan for continual improvement of the efficiency and effectiveness of the group as well as providing individuals with professional and personal growth with emphasis on opportunities (where possible) for individuals.

Communications

Enhancement of internal communications (intranet) to facilitate/provide communication, improve the resource sharing capability and overall knowledge base of the organizational resources reinforcing values, goal and strategic outcomes.

Design, create and manage various Intranet pages in collaboration with IT Coordinator; Front page, Human Resources pages and Lean page content editor; Contributing technical and communication support to departmental pages.

Participates in various internal committees and groups to support the communication need of HR within the Agency (Management Team, Communications Group, etc.).

Represents organization in CSNI Human Resource activities.

HIPAA

Serve as organization’s privacy officer

Oversees activities related to the organization’s privacy policies in accordance with applicable federal and state laws.

Provide development guidance and breach investigation and follow up

Performs compliance monitoring activities

Establishes and administers a process for receiving, documenting, tracking, investigating and taking action on all complaints and reported breaches concerning the organization’s privacy policies and procedures.

Oversees, directs, delivers, or ensures delivery of initial and privacy training and orientation to all employees, volunteers, medical and professional staff, contractors, alliances, business associates, and other appropriate third parties.

Qualifications, Education and Experience:

Bachelor’s degree in human resources management, organizational management and/or business administration

HR Certification a plus

5 years related Human Resources experience and/or training

Diplomacy and leadership skills to influence, collaborate and negotiate delivering solution based outcomes

Ability to effectively present information and respond to questions from groups of managers, Board of Directors, staff and general public

The ability to quickly establish credibility and respect and build strong working

Established ability to balance between progressive solutions and consideration of employee/management needs.

Must have excellent written, interpersonal skills; professional demeanor and ability to be out-going

Requires ability to organize, prioritize and meet deadlines

Proven coaching and supervisory skills

Demonstrated knowledge and practical experience in the area of personnel law and compliance

Payroll administration experience highly desirable

Quickly adjust to rapidly changing priorities in a fast-paced environment

Demonstrated project management skills

High level of self-initiative and enjoys working independently on a project or in a team environment

Requires utmost trust and confidentiality

Able to work independently and as part of a team and team leader;

Must have strong dedication to Excellent Customer Service

Proficient in Microsoft Windows environment including working knowledge of Word, Excel, Outlook along with relational data base knowledge (Harpers/Millennium Payroll System and/or Harmony preferred)

Possess reliable transportation, valid drivers’ license and applicable vehicle insurance for business travel.

Physical Requirements/Work environment

Occasional standing

Frequent sitting, minimum of 5 hours per day

Occasional walking, bending, and twisting of spine

Light lifting and carrying, less than 30 lbs

Visual acuity-worker is required to have close visual acuity to perform job functions

Training and Development Required

To meet state regulations each Service Provider is required to participate in (8) eight hours of training and orientation resulting in a passing 80% grade on the content of the training prior to working with a client.
