Position Summary:

The Sr Director sets the goals for and leads the Office for the Protection of Children and Youth (OPCY), through direct reports of Director Assistance Ministry, Director for Child Abuse Investigations and Review, and Director Safe Environment. In addition, the Sr Director plans and directs programs, policies, and practices to ensure that all offices and ministers of the Vicar General office of the Archdiocese are in compliance with and follow all relevant internal, national (USCCB) and external (governmental) rules and requirements, have proper certification, have no history calling into question their character or judgment, and ensure a safe environment for children and all parishioners.

They maintain a level of independence so as to provide objectivity to the review for compliance as well as the processes and policies under OPCY. The Sr Director, in addition to working directly in the Vicar General’s office, has close alignment with the Office for Religious, Office for Extern and International Priests, Office of Legal Services, Communications, Office of Catholic Schools, Parish Operations, IT, and other relevant functions of the Arch.

General Duties and Responsibilities:

Provides systemic leadership of OPCY and supports the staff who bring expertise in the areas of sexual abuse and boundary violations.

Ensure the implementation of requirements of the Charter for the Protection of Children and Youth and archdiocesan policies relating to the sexual abuse and boundary violations of minors and vulnerable adults.

Guides and directs the annual USCCB audit and triannual onsite audit and provide oversight for all and any external or internal audits relating to the Charter.

Ensures the execution of parish and school audits for compliance related to misconduct with minors and vulnerable adults with archdiocesan policies.

Ensures operational and clinical supervision of staff to comply with Charter requirements.

Regarding misconduct, work with a variety of archdiocesan offices to assist them in the implementation of the archdiocesan policies.

Creates relationships of good will with Vicars, pastors, archdiocesan directors and school principals and requires the same of the OPCY Directors.

Be voice of the archdiocese’s activities to prevent child sexual abuse and boundary violations and protect all children and vulnerable adults in their parishes and schools.

Develops and implements an effective compliance program across all offices of the Vicar General.

Creates sound internal controls and monitors the adherence to them.

Regularly audits procedures, practices and documents to identify possible weakness or risk.

May conduct investigations of alleged violations of compliance and standards or non-compliance with applicable laws, regulations and Arch policy as it relates to the offices under the Vicar General.

Keeps abreast of external law changes that may impact the internal operation of the VG offices.

Recommends proactive measures that will reduce the risk of current and future practices.

Reports to Vicar General, who provides direction, consultation and coaching, Sr Director is responsible to

Partner with Vicar General, Judicial Vicar, Vicar for Priests, Vicar for Religious, Vicar for Diaconate, Chancellor, General Counsel, Human Resources, Director of Externs and International Priests, and Director of Administration.

Serve as Lead to Vicar General, Judicial Vicar, Vicar for Priests, General Counsel, and PCAC for coordination and communication of accused priest process and timeline.

Serve as Lead for Protection of Minors Committee, Task Forces, etc. and partners with General Counsel for such work.

Participates in standard Archdiocesan meetings: Chair the Lay Advisory Board, Policy Committee, Attend Professional Conduct Administrative Committee (PCAC) meetings, Attend Office of Legal Services briefings.

Functions as an AoC spokesperson (aka Public Face) including public speaking, media events, public relations, and written statements, working in conjunction with the Office of Communications.

Partners with the Chief of Communications and Director of Communications.

Represents Archdiocese to external bodies such as the U.S. Conference of Catholic Bishops, whether on standing or ad hoc committees, at conferences, or other similar activities.

Direct Supervision of professional licensed staff and support staff

Conducts annual Performance Reviews and provides weekly coaching to staff.

Prepare and Manage OPCY budget including expense management.

Experience

Required

Minimum of 10 years of related experience.

Masters in Business, Social work, Psychology, Law or Education.

Director level or above and management competencies in for profit or non-profit.

7+ years’ experience implementing the Charter for the Protection of Children and Youth such as in the private or public sector.

Risk assessment skills are crucial to success and a large part of the work is identifying noncompliance risks and putting processes in place to address them.

Communication skills ensure effective communication of findings, ideas, plans, processes to all stakeholders.

Attention to detail is needed to identify certain aspects of rules, laws, regulations that can easily be overlooked.

Moral integrity is important because the compliance officer typically needs to understand and promote the importance of complying with rule and regulations.

Problem solving skills are necessary because many compliance issues have not straightforward solution and you will need to find ways of complying with rules and regulations without negatively affecting the Arch’s operations.

A commitment to serving the Catholic Church in the Chicago area. Must demonstrate understanding, respect, and support for Catholic Church teaching, mission, and values.

Preferred

Professional certification in Compliance, Audit, Risk Management.

Work experience with church institutions.

Work with sexual abuse of minors within the Catholic Church and/or other institutions.

Experience implementing the Charter for the Protection of Children and Youth such as in the private or public sector.

An understanding of civil and canon laws related to child abuse and neglect.

An understanding of Vatican documents relating to child abuse.

Education

Required

Masters or better.
