DESCRIPTIONMaryland Transit Administration (MTA) is seeking applicants to fill the position of Director, Office of Procurement. This position is responsible for all procurement functions and inventory management controls within the MTA. This position supports every organization and transit modal within the MTA. The Procurement Division is made up of 3 functional areas: Contracts, Purchasing, and Materials Management Analysis. In Contracts, the Director is responsible for developing and procuring highly complex/multi-phase transportation related contracts, from initiation to award. Purchasing performs procurements of material, equipment, services, and all items identified in the approved MTA Parts Inventory. These two offices have total responsibility for procuring all transit related material and services required to support all Capital and Operations spending. As such, the Director needs to be fluent in COMAR, FAR, and other applicable statutes, regulations, Board of Public Works (BPW) Advisories, and MDOT policies. The third section is Materials Management Analysis, where the Director is responsible for setting, maintaining, and adjusting the appropriate inventory levels necessary to meet the needs of the MTA operational transit modals. The Director manages and oversees the efforts of 35 staff, including two Deputy Directors, six Procurement Managers, and 27 other Procurement and Materials Management Professionals.

QualificationsPREFERRED QUALIFICATIONS:

Education : Possession of a Bachelor’s degree from an accredited four-year college or university.

Experience : Minimum of ten (10) years of procurement experience which included ensuring appropriate and consistent statewide interpretation of and compliance with State or federal procurement laws, regulations, policies and procedures; experience with advertising procurement opportunities, distributing specifications to vendors, coordinating evaluation committees, conducting vendor briefings and monitoring contract performance. At least five (5) years of this experience should have been in a supervisory and/or managerial capacity.

The ideal candidate should possess an in-depth knowledge of Maryland State Procurement Laws and regulations, in addition to strong management, organizational, and communication skills!

Notes:

1. U.S. Armed Forces military service experience as defined under the Minimum Qualifications may be substituted for the required education and experience on a year-for-year basis.
