Job Details:PurposeThe SSHRA V / Head of Compliance for NAGPRA will be responsible for overseeing policy implementation and compliance in accordance with the revised federal NAGPRA (North American Graves Protection and Repatriation Act) regulations, at the Texas Archeological Research Laboratory (TARL). Reporting to the TARL Director, they will coordinate with the heads of TARL departments on the compliance process, while managing various tasks related to the operations of the NAGPRA Compliance project. Responsibilities include implementing a system for the comprehensive reassessments of human remains and NAGPRA eligible objects, overseeing NAGPRA reporting and consultations (to include all appropriate documentation and paperwork), updating the repository database, and working collaboratively across departments to create and implement new management and repatriation protocols. This position is funded through 8/31/28, with options for renewal based on available funding.

Responsibilities

Under the direction of the TARL Director, creates and implements a comprehensive reassessment plan of affiliation of human remains and NAGPRA eligible objects. Documents all decisions made and processes for affiliation.

Oversees all NAGPRA reporting and compliance, to include: tracking and data entry for all NAGPRA communications and actions, inventory of NAGPRA eligible items housed at TARL, and paperwork and documentation in accordance with federal law.

Acts as TARL liaison to tribal representatives and descendant communities. Maintains an up-to-date directory of tribal representatives and agencies. Coordinates and hosts consultations as needed for the ongoing review and repatriation of human remains and cultural items housed at TARL.

In coordination with TARL heads of departments, helps manage the NAGPRA compliance team (osteologists, collections and records assistants, etc.). Monitors progress and oversees that project work is carried out according to plan timelines.

Assists in creating and implementing NAGPRA collections management and repatriation protocols, conducting research necessary for the creation of such protocols.

Required QualificationsPossession of a bachelor's degree in Anthropology or related field, with a specialization in Archeology, or Archeological Studies, accompanied by eight years of demonstrated experience in NAGPRA related work. Alternatively, a master's degree in Anthropology or related field, with a focus on indigenous studies with six years of demonstrated experience in NAGPRA related work. Comprehensive understanding and experience with the Native American Graves Protection and Repatriation Act (NAGPRA), including knowledge of recent regulatory changes and the repatriation process. Familiarity with collections management systems (CMS software) to effectively manage archeological collections. Proficiency in understanding the ethical considerations, legal issues, and best practices that govern archeological collections, including a solid understanding of 36CFR79 and NAGPRA regulations, as well as State and Federal cultural resources laws. Experience in communications with federally recognized tribes and descendant communities. Comprehensive knowledge of the archeology of Texas and the adjacent states of the US and Mexico. Proficiency in using Microsoft Windows software, including Access or other database systems. Strong organizational skills, proven meticulous attention to detail, and the ability to handle sensitive materials with utmost care. Verbal and written communication skills, with the ability to work both independently and collaboratively as part of a team. Proven ability to effectively communicate complex concepts to a wide audience.

Relevant education and experience may be substituted as appropriate.

Preferred QualificationsPossession of a master’s or Ph.D. degree in Archeological Studies, Forensic Anthropology, Museum Science, or Museum Studies, with a strong specialization in indigenous studies and NAGPRA related work. Demonstrated experience diplomatically working with descendant communities including Native American Tribes. More than six years of experience in a curatorial or collections position in a museum-type collections environment rather than field preparation of collections. Demonstrated ability to exercise sound judgment and make informed decisions regarding the stewardship of skeletal remains and collections. Familiarity with interior climate control systems and working knowledge of digital cameras and Photoshop. Knowledge of pest management strategies in a repository or museum environment. Proven experience in managing collection management systems (CMS software) for efficient organization and retrieval of information. Demonstrated experience working with student interns, providing mentorship and guidance. Ability to interact diplomatically with visiting descendants, researchers, students, and governmental entities. Excellent verbal and written communication skills in approaching sensitive topics and issues. Proven ability to oversee a team and effectively communicate complex concepts to a broad range of individuals. Strong grant writing and project management skills to secure funding and oversee research initiatives.

Salary Range$62,000 + depending on qualifications

Working ConditionsUsual work around standard office conditions. However, may work in all weather conditions or in extreme temperatures. Repetitive use of a keyboard at a workstation. Use of manual dexterity. Climbing of stairs and ladders; lifting and moving. May require driving UT vehicle.
