WORK WEEK SCHEDULE

Monday-Friday (occasional evenings and weekends). Position is available for a Hybrid Telework workweek.

POSITION PURPOSE:

Serves as an advisor and key member of the financial management team. Provides leadership and supervision for fiscal administrators operating in Academic and Student Support Central Services departments. Provides financial oversight of budget and financial transactions and counsels and assists division/department leaders in planning, developing, and implementing financial activities for Central Services departments. Responsible for fiscal accountability in compliance with state and federal statutes and guidelines. Performs complex analysis and prepares specific reports for management.

MINIMUM QUALIFICATIONS:KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)

Extensive knowledge of personal computers and related software, including Microsoft Office Suite and Oracle or other enterprise resource planning (ERP) systems; Google Apps;

Considerable knowledge of human resource position allotments and payroll procedures;

Comprehensive knowledge of generally accepted accounting principles and governmental accounting principles;

Comprehensive knowledge of federal, state, and local budgeting and finance requirements;

Critical thinking and problem-solving skills;

Strong research and analysis skills;

Extensive contract and purchasing knowledge and skills;

Ability to develop short and long-term initiatives;

Ability to complete complex tasks and minimize errors with attention to detail;

Ability to work independently and complete tasks in the absence of clear direction;

Ability to communicate clearly and concisely both in oral and written form using a variety of communication techniques and tools to ensure the appropriate flow of information, collaborative efforts, and feedback;

Ability to establish and maintain effective working relationships with school officials, administrators, teachers, support staff, vendors, and federal and state contacts.

EDUCATION, TRAINING, AND EXPERIENCE

Bachelor’s degree in Accounting, Business Administration, or a related field;

AND

Five years of related experience;

AND

Evidence of successful administrative/leadership experience.

CERTIFICATION AND LICENSE REQUIREMENTS

Must hold and maintain a valid motor vehicle operator’s license according to the State of NC requirements.

PREFERRED QUALIFICATIONS:

Experience in Finance in a public school district.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Directs and executes the day-to-day management and oversight of the Academics and Student Support finance team.

Provides training and structure to assigned fiscal administrators to ensure compliance.

Collaborates with the finance officer to establish procedures for negotiation and preparation of master and non-construction contracts throughout the district.

Organizes and provides training on contract procedures for the Academics and Student Support Central Services areas.

Assists department leaders with developing and implementing short and long-range budget strategies that result in the best use of financial resources during the budget development process. Reviews budget business cases for accuracy.

Analyzes financial operations with Academic and Student Support Central Services departments and provides recommendations to department leaders regarding financial and budgeting policies and procedures as to the efficient control and utilization of financial resources.

Prepares periodic financial and budgetary reports, and provides analysis for departments’ use, for the distribution with Wake County Public School System, and for external use, as necessary.

Keeps abreast of technical, legislative, and professional developments, state and federal laws, and accounting principles that affect school system revenue and expenditures.

Acts as the lead contact for state and federal agencies on program financial audits under the Academics and Student Support Central Services areas.

Monitors the proper use of internal controls for financial transactions. Recommends tools and processes for improvement.

Provides oversight for state and local textbook funding and assists in long range planning for the distribution of textbooks.

Manages updates to DocuSign non-construction contract templates in accordance with contract board policies.

Review Academic and Student Support Central Services areas précis for accuracy of financial request from the Wake County Board of Education.

Performs other related duties, as assigned.

WORK ENVIRONMENT/PHYSICAL REQUIREMENTS

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, scanners, and copiers. The position, at times, must be able to come into direct contact with school system staff, staff members of external funding agencies, and the community. Work is considered light physical work, requiring the exertion of up to ten pounds of force. The work frequently requires driving automotive equipment.
