Plans, develops, implements, evaluates and manages the strategy of the information technology infrastructure, supporting applications and related systems by establishing and maintaining effective standards, systems and processes necessary to support mission and vision.

ESSENTIAL FUNCTIONS:

Directs process of establishing a clear strategic direction for the Information Technology Department to ensure mission and vision are supported and strategy is consistent with both the annual and long term organizational plan.

Directs, manages and supervises daily administrative operations of the department, related projects and data management operations to ensure consistent and efficient availability of information and data sources.

Develops operational and financial outcome measures, related tracking and monitoring systems and a mechanism to integrate efforts into a comprehensive Information Technology quality and continuous process improvement system.

Develops and implements policies and procedures to ensure compliance with all standards, regulations and practices.

Develops, implements and maintains standards, systems and processes to ensure excellence, ongoing data integrity and overall system security of the hospital including, but not limited to network infrastructure, and telecommunication devices/networks.

Manages to ensure integrity and completeness of database(s) and associated reporting.

Prepares and distributes monthly status and statistical reports of laboratory activities.

Develops and maintains effective working partnerships with all stakeholders by facilitating appropriate involvement in departmental planning and operations to ensure a collaborative work environment.

Plans, develops and manages department strategies and operational budgets to ensure provision of services consistent with desired objectives delivered responsibly.

Develops and supervises staff through provision of timely feedback and use of appropriate Human Resource policies and tools to ensure maintenance of desired performance and quality standards.

Directs initiatives to investigate and recommend strategic technology solutions to strengthen the hospital’s ability to provide quality health care services.

Directs development of technology based feasibility studies of new and/or enhancements to current infrastructure and application solutions to provide recommendations and analysis of anticipated outcomes for alignment with overall direction.

Directs evaluation of proposed clinical and business operations software packages, network infrastructure and hardware platforms to determine effectiveness and compatibility with established systems to support and further organizational needs, plans and objectives.

Prepares and presents reports and analyses of anticipated and actual operational results.

Directs and manages planning and technology initiatives to ensure consistency with overall hospital goals, mission and objectives within constraints of time, resources and funding.

Participates in departmental orientation, on the job training and quality assurance programs/initiatives.

Participates in a variety of department and hospital educational programs to maintain current skill and competency levels; identifies and performs other job related activities as requested/required.

MINIMUM REQUIREMENTS:

15 years of previous technology and project management experience.

10 years previous experience in a senior leadership role preferably in a hospital, health care setting and/or consulting to the industry.

Bachelor’s Degree in closely related field, required; Master’s preferred.
