Essential Functions

30% Under administrative direction serves as a Senior .Net Developer for the Department of Innovation & Technology (DoIT) supporting Illinois Department on Aging:• Performs complex professional and advisory functions in designing and developing all phases of web-based systems using the Microsoft ASP.NET Model-View-Controller (MVC) framework, Microsoft SQL Server and SSRS.• Conducts and coordinates complex system design tasks of high complexity and developing system design and development documentation for use in the coding and testing of web-based applications.• Follows agency-adopted life-cycle methodologies (e.g. Agile/SCRUM), creates project artifacts, develops business logic, and creates Transact SQL stored procedures• Utilizes MS Office Suite, MS Project, MS Viseo, relational database – DB2and SQL, Visual Studio, .Net Framework, Active X, Digital Signature technology, workflow technology, Adobe Acrobat/Designer, Adobe Experience Manager (AEM) and SharePoint in performance of duties.• Utilizes various languages in application development including but not limited to .NET 6, Okta, C#.NET, Visual Baic.NET, HTML 5, CSS, java script, AJAX and Classic ASP.• Performs and/or oversees unit and integration testing to verify system components function properly.• Resolves technical issues through efficient and targeted debugging, research and investigation.

25% Performs detailed technical and analytical functions of high complexity within the normal range of Information Technology (IT) assignments:• Conducts and coordinates investigative and analytical studies of complex system functions and operations to select approaches for the resolution of complex problems or improving the efficiency of existing systems.• Interviews users, analyzing IT needs to develop project design artifacts of high complexity.• Upon higher level IT review and user sign-off, continues with system design, developing use case diagrams, information flowcharts, component diagrams, etc.• Reviews and analyzes ASP.NET MVC components .NET 6, Okta, C#.NET, Visual Basic.NET, java script, AJAX, HTML5/CSS) to gain a detailed understanding of the implementation of the underlying business functions in the controller components.• Identifies problems and documents problem definitions.

Essential Functions Continued

15% Independently plans, develops, designs and performs studies and analysis of high complexity for related user requirements to determine the feasibility of converting needs to new system development:• Develops complex program documentation using structure diagrams, behavior diagrams and interaction diagrams, system and program flowcharts, test plans and conversion plans.• Reviews the development and coding of ASP.NET MVC Web-based platform programs and systems and ensures appropriate documentation is utilized in information systems projects.• Performs post implementation reviews to determine if the system and cost objective of the project were achieved.

10% Serves in a team leadership capacity, providing technical guidance, system information and instruction to other IT team members:• Provides advice and assistance with specific work issues required a broader knowledge of subject matter.• Provides professional advisory assistance to IT staff regarding system functions of higher complexity.

10% As a lead programmer, coordinates analysis and programming functions on an ASP.NET MVC Web-based Platform for IT assignments of high complexity including utilization of advanced programming techniques and coordination and development of enterprise components.

5% Keeps abreast of new developments in the Information Technology field:• Continues education by attending meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.• Attends demonstrations and exhibitions related to assigned operations.

5% Performs other duties as required or assigned that are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

1. Requires knowledge, skill and mental development equivalent to four (4) years of college with course work in computer science or directly related fields.2. Requires three (3) years of professional experience in Web Services or in related Information Technology fields.

Specialized Skills

1. Requires three (3) years of professional web services experience in a work environment utilizing the following Microsoft ASP.NET MVC (C# or VB), Microsoft SQL Server 2008 (or higher), Microsoft Transact SQL including stored procedures and triggers, SSRS or Crystal Reports.

Preferred Qualifications (In Order of Significance)

1. Three (3) years of professional web services experience in a work environment utilizing the following Microsoft ASP.NET MVC (C# or VB), Microsoft SQL Server 2008 (or higher), Microsoft Transact SQL including stored procedures and triggers, SSRS or Crystal Reports.2. Three (3) years of experience performing complex professional and advisory functions in designing and developing all phases of web-based systems using the Microsoft ASP.NET Model-View-Controller (MVC) framework, Microsoft SQL Server and SSRS.3. Two (2) years of experience conducting and/or coordinating complex system design tasks of high complexity and developing system design and development documentation for use in the coding and testing of web-based applications.4. Two (2) years of experience conducting and/or coordinating investigative and analytical studies of complex system functions and operations to select approaches for the resolution of complex problems or improving the efficiency of existing systems.5. Two (2) years of experience developing complex program documentation using structure diagrams, behavior diagrams and interaction diagrams, system and program flowcharts, test plans and conversion plans.6. Two (2) years of experience serving in a team leadership capacity, providing technical guidance, system information and instruction to other IT team members.7. Ability to document processes and procedures related to information systems projects.8. Extensive knowledge of the methods, procedures, and techniques of conducting feasibility studies for system conversions and enhancements.9. Developed and demonstrated verbal and written communication skills to present technical information to others with clarity and precision.
