National Director of Housing DevelopmentThe National Director of Housing Development is responsible for providing ongoing project support, continuity, and progress for the organization by working directly with the Vice President of Housing Development and other staff to implement long and short-range goals in the pursuit and construction of veterans housing projects. This individual will ensure that long-range service needs of projects under development, including the lease-up and service delivery needs, seamlessly transition from construction to full operation of new facilities.

The National Director of Housing Development will also work in conjunction with multiple agencies to expedite and provide rapid delivery of units that meet quality standards for move-in inspections.

Responsibilities

Supports all phases of housing development including initial financial feasibility analysis, overseeing design development, etc.

Supports the designated team in identifying and applying for necessary financing, reviewing contracts with all third-party consultants, coordinating with construction managers, and participating in weekly updates with the General Contractor of each project.

Manages all aspects of financing developments such as identify funding sources, completing loan/funding applications, securing pre-development, construction, and permanent financing.

Manages processes for acquiring property including enhanced use leases, ground leases, capital leases, property donations, and purchases with the support and input of executive leadership.

Collaborates with and supports the Operations Department in determining housing project services, staffing, tenant selection, marketing, and operational plans and related budgets with support and input of the executive leadership and grant writing teams.

Leads the collaboration with partners, funders, and other entities for negotiating, finalizing, and submitting plans and budgets for funding requests.

Coordinates and oversees various Owner parties for decision-making, planning and permitting obligations, schedule, contracts, etc. all in coordination with the construction process.

Oversees technical aspects of design development, costing, GC liaison, permitting, and construction administration.

Vets, understands, controls, and directs U.S.VETS design interests in balance with the ever-present constraints of cost.

Coordinates with the National Director of Asset Management, property management, and resident services during pre-development and construction to ensure smooth tenant relations.

Supports the transition to operations by partnering with the National Director of Asset Management in supervising property management and monitoring tenant selection and lease up services.

Works with various agencies and contractors to identify barriers that may hinder the timely delivery of housing units and develops solutions for the removal or reduction of these barriers.

Identifies and leads tasks that can be fast-tracked to expedite the delivery of housing units by collaboration with agencies, contractors, and internal staff.

Serves as a critical part of the U.S.VETS staffing team that will design and arrange for the prepositioning of all service-related items ensuring a seamless transition from the acquisition/construction phase of a project to the operational phase.

Tracks changes in state, local, and federal regulations related to veteran-specific funding initiatives and affordable housing programs.

Works directly with other community partners and public figures to advance projects benefitting U.S.VETS' mission.

Works with U.S.VETS Vice Presidents and consultants to identify changes in regulations and implements those changes to provide a seamless transition to services.

Ensures all projects have the proper zoning, permits, licenses, inspections, and other requirements to maintain compliance.

Develops and maintains positive working relationships with all community partners in the delivery of low-income housing for veterans.

Participates and presents at various stakeholder meetings that include partners, funders, neighborhood groups, target population groups, city councils, and service councils.

Leads the development of the companywide housing inventory plan by partnering with the National Director of Asset Management to support Housing/Property Management staff at all U.S.VETS locations.

Ensures all U.S.VETS sites implement and maintain a housing inventory tracking system of landlords and available units.

Leads housing teams in increasing inventory through acquiring or master leasing properties.

Identifies reporting needs and facilitates the development of reporting techniques.

Maintains development partnerships.

Assists in acquiring appropriate properties, campus designs, engagement with project architects, engineers, contractors, and others associated with project development.

Manages compliance and reporting systems required by the CEO, COO, private and public sector lenders, and other compliance requirements related to funding.

Prepares reports for the Vice President of Housing Development as requested by the CEO, COO, and Board of Directors.

Prepares responses to external audit requests.

Identifies regional and national opportunities for housing, development, and other relevant funding from public and private sources.

Works collaboratively with the Development & Communications team to demonstrate the value of U.S.VETS' housing initiatives and provide meaningful engagement opportunities for donors and community.

Ensures that U.S.VETS and its mission is consistently presented to the community in a positive manner.

Performs other duties as assigned.

QualificationsRequirements

Bachelor's degree required

An associate's degree from an accredited university with 10+ years' experience in active project management may substitute for the bachelor's degree.

Minimum of 5 years' experience working in affordable housing development, and project management at a managerial level or higher position.

Proficiency utilizing the Microsoft Office 365 suite as well as web-based project and task management programs and property management software.

Valid driver's license and reliable transportation required.

Advanced strategic planning, implementation, and execution skills.

Advanced leadership skills.

Ability to read and analyze complex financial statements and organizational budget projections.

Knowledge of LIHTC and HUD and State Funding program compliance and development process.

Demonstrated experience in working with a diverse team for the rehabilitation and/or construction of affordable housing projects.

Demonstrated experience working with city, state, and federal government bodies to secure development funding from multiple sources for multi-million-dollar development projects.

Ability to work in a team researching, organizing, and presenting information related to government funding and complex legislation and policy regulations.

Understanding of the long-term impact when implementing complex programs involving multiple government and private funding streams.

Proven ability to create, analyze, and submit sophisticated state and federal grant contract reports and summaries.

Exceptional interpersonal skills.

Ability to maintain a professional disposition and remain positive and supportive in the performance of all job duties.

Ability to give formal and informal group presentations.

Ability to work as a productive member of leadership team.

Ability to work independently.

Ability to travel up to 10% of the time.

Ability to handle multiple projects and tasks while maintaining a stable work environment.

Knowledge and familiarity in developing funding streams through the creation of external community alliances.

Preferences

Experience working with veterans experiencing homelessness and/or veteran housing preferred.
