Human Resources Director

Under the direction of, and reporting to the President, the Human Resources Director is responsible for all aspectsof managing and directing the Human Resources function of Central McGowan, to include recruiting, benefitadministration, employee relations, unemployment and lay-offs, leaves, payroll, compensation and specialprojects.

ESSENTIAL DUTIES AND RESPONSIBILITIESPRIMARY RESPONSIBILITIES:

HR Administration and Execution, Compliance & Safety Management

o Manages and oversees the Talent Acquisition process for all levels of candidates: executive, exempt andnon-exempt employees.

o Ensures the health and welfare benefit plans are updated and changes are communicated with employeesannually.

o Works with senior management to choose insurance brokers, ensuring the best option for the companyand the employees.

o Develops, administers, interprets, and maintains personnel policies, programs, and procedures inaccordance with applicable state and federal regulations.

o Researches, develops and recommends employment policies; maintains and updates employee handbook.

o Assures adherence to policies and procedures pertaining to human resources management.

o Maintains employee files.

o Directs safety meetings and initiatives with other management staff to track safety concerns and to ensureCentral McGowan is compliant for OSHA inspections and other audits. Tracks accidents and investigatescomplaints as necessary.

o Employee Relations - Resolves employee relations issues to include conflict resolution, harassmentinvestigations, wage complaints, employee disputes, attendance issues and general questions.

o Promptly investigates internal and external harassment claims, or disputes.

o Advises supervisors, managers, and leaders on employee performance issues; manages or conductsemployee investigations; and conducts and summarizes exit interviews. Coaches and advises supervisorsand leaders on performance and disciplinary issues, including termination.

o Administers performance review program to ensure effectiveness, compliance, and equity withinorganization. Oversees the completion of annual performance appraisals by the management staff.

o Administers compensation program to ensure compliance and equity within organization.

o Ensure that company compensation program is competitive in the marketplace and consistent withcompany compensation philosophy.

o Conducts and participates in wage surveys within labor market to determine competitive wage rate andcompetitive positioning.

o Provide merger and acquisition support and personnel/policy integration into core business, asappropriate.

o Take the necessary actions to create an atmosphere conducive to the best possible employee-employerrelationship.

o Promotes internal communication plans and regular outreach with team members that builds a culturecentered on the core values.

o Maintains knowledge of trends, best practices, regulatory changes, and new technologies in humanresources, talent management, and employment law; applies this knowledge to communicate changes inpolicy, practice, and resources to upper management.

Leadership, Management & Accountability (LMA)

o Drives and actively participates in company’s EOS management model, using Traction Tools to achievegoals.

o Actively participates in establishing and reaching company goals, policies, and strategies.

o Manages relationships with internal and external business partners.

o Provide leadership, direction, training, and growth opportunities for company and assigned staff.

o Evaluate employees' job performance and conformance to regulations and recommend appropriatepersonnel action.

o Develops and implements departmental budget.

o Provides workflow assessments and recommendations for improvement, as necessary.

o Hires, manages and terminates staff in accordance with business plan and business partners.

o Directs and oversees aspects of assigned department functions to ensure the timely and accurateproduction of department requirements.

o Continuously seeks to improve departmental technology, quality, efficiency, and productivity standards.

o Facilitates professional development, training, and certification activities for HR staff and others in theorganization.

SECONDARY RESPONSIBILITIES:

o Completes special projects and other duties as assigned.

Excellent computer skills. Must include Excel and demonstrated skills in database management and recordkeeping; must have experience with HRIS (ADP Preferred) and Applicant Tracking systems.

The ability to develop, plan, and implement short- and long-range goals is required.

QUALIFICATIONS/EXPERIENCE

Bachelor's degree in Human Resources, Business Administration, or related field required; Master's degreepreferred.

5 - 8 years of human resources management experience, required.

HR Professional Certification (PHR/SPHR), highly preferred.
