*M – F, 7:00 a.m. – 4:00 p.m.*Subject to changeDescription Of Duties/Essential FunctionsThis position offers a great opportunity for a dynamic, motivated leader to work on a variety of groundbreaking Intelligent Transportation Systems (ITS) strategic and growth initiatives, and to lead the successful implementation and continuous development of Houston’s Transportation System Management & Operations (TSMO) strategies and programs (such as Active Arterial Management, Traffic Incident Management, Work Zone Management, Special Event Management, and Connected and Autonomous Vehicle technology deployment). The ITS Division Manager is responsible for the direction and supervision of professional and technical staff, and to coordinate with traffic signal engineering staff and traffic signal maintenance staff to respond to recurring and non-recurring congestion events. The ITS Division Manager also coordinates with TxDOT, METRO and Harris County staff located at Houston Transtar to ensure the successful implementation of Integrated Corridor Management strategies and will be involved in all associated projects directly or indirectly affecting Houston's Intelligent Transportation System (ITS) and transportation network. This position acts as a technical advisor on the proper use of the advanced traffic management central software and ITS standards and best practices. The ITS Division Manager will ensure accurate performance measure reporting, and ensure efficient coordination, communication, and overall proper completion of numerous transportation and incident management related tasks and programs.This Position Will Also Have The Following ResponsibilitiesRecommends department plans, programs and resources, including staff budgets and capital expenditures, and manages and executes those approved to meet objectives.Manages, trains, develops, counsels and evaluates staff performance.Plans, schedules, and/or coordinates the preparation of documents or activities for multiple projects.Assists in the design and implementation of special systems, plans and projects.Establishes policies, procedures, guidelines and project schedules.Researches, reviews and evaluates new data, reports, products and other information.Acts as liaison to other departments, government agencies and private sector.Reviews, evaluates, selects and implements hardware and software products.Drafts and reviews proposed contracts, correspondence, letters of agreements and amendments.Provides technical advice, consultation and support to departments and other agencies and groups.Coordinates the preparation, implementation and monitoring of the budget and expenditures.Develops methodologies for creating project data.WORKING CONDITIONSThe position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions. There are occasional minor discomforts from exposure to less-than-optimal temperature and air conditions.This is a Houston Public Works Emergency Management position at the Tier I Level.Minimum RequirementsMINIMUM EDUCATIONAL REQUIREMENTSRequires a Bachelor's degree in Business Administration, Accounting, Engineering or a field closely related to activities of the division.Minimum Experience RequirementsSeven years of progressive professional experience closely related to the activities of the division are required, with at least three of the years in a supervisory capacity. A Master's degree in Business Administration, Public Administration or a field closely related to the activities of the division may be substituted for two years of experience.
