Public Works Department Assets Manager

Responsible for supervising the Asset Management Program assigned to an individual department. Oversees and provides direction, support, and guidance to the departmental Asset Management team including data and information, Computerized Maintenance Management System (CMMS) and Geographic Information Systems (GIS). This position involves a collaborative partnership with the Strategic County Assets Manager to facilitate aligned objectives and communication on behalf of the Strategic Asset Management Plan (SAMP). Responsible for providing a departmental assessment and reporting on progress of the program and the state of the assets. This requires considerable independent judgment, discretion, collaboration, and initiative.

ESSENTIAL JOB FUNCTIONS

Assists in the review of Countywide Asset Management Policy and Asset Management Strategy and Objectives.Assists in the ongoing development and improvements of the asset management plans for the various asset classes and is responsible to ensure the County’s asset management goals and objectives are met.Directs, supervises, and coordinates the activities of subordinate personnel engaged in the Asset Management Program.Facilitates the use of good asset management practices, processes and tools in decision-making, problem solving, optimization of whole life cycle value.Provides high level collaboration for internal and external customers, stakeholders, and partners regarding development and implementation of enterprise-wide asset management policies and procedures.Manages program and supports consistent implementation of the County’s Asset Management Program framework and policies within the department.Develops and manages projects and programs that ensure the consistency and effectiveness of asset management initiatives and goals while incorporating performance measurements and accountability assessments.Monitors and manages principal and secondary risks related to asset management.Addresses asset management issues escalated from relevant groups or boards and direct appropriate actions.Coordinates the development of Asset Management Plans (AMPs) and review Asset Management Plans (AMPs) for consistency with established County standards.Authors and updates Departmental Standard Operating Procedures (SOP) for assets management in coordination with Strategic County Assets Manager.Reviews and audits the effectiveness of the Asset Management System through annual reports and audits, directing additional actions as required.Coordinates with Strategic County Assets Manager for development and revisions to global workflows and work systems through a collaborative enterprise approach.Provides recommendations, presentations, and reports on the state of the department’s assets and alignment with the County’s Asset Management framework.Develops and enhances enterprise asset data analytics and reporting methodologies in coordination with Strategic County Assets Manager.Coordinates staff training and development related to the Countywide Asset Management Program.Coordinates the development, documentation, and maintenance of asset inventories, conditions, rating methodologies, levels of service, and performance measures, risk management scoring criteria, maintenance strategies, repair/replacement models, financial forecasts, and work plans associated with all asset classes.Assists with the identification and development of asset related business process improvements within the assigned department.Develops competency development programs for personnel.Possesses the initiative to manage multiple tasks independently with little direct supervision.Provides leadership, support, and assistance to the departmental asset management team including data information, CMMS and GIS.Provides exceptional customer assistance, problem-solving, and/or complaint resolution by all forms of communication.Education and Experience:An equivalent combination of relevant training, education and experience:Bachelor’s DegreePreferred:

Two (2) years of experience in asset management or project management.Preferred:

Supervisory or lead work experience.Previous experience working in local government entity; Facilities, Public Works, or Utilities.

Licenses and/or Certificates:

Must maintain a valid driver’s license.Within twelve (12) months of position assignment:

Asset Management Certification

Knowledge of asset management program theory, methodologies, practices, and procedures as outlined in ISO 55000.Knowledge of departmental policies, plans, and procedures.Knowledge of modern office practices, plans, and procedures.Knowledge of Microsoft Word, Excel, PowerPoint, and other job-related computer programs and software applications.Knowledge of Computer Maintenance Management Software (CMMS), preferably Cityworks AMS software, and ESRI GIS as they relate to the AM Program.Knowledge of operations and practices of local government; ability to analyze and interpret departmental functions, procedures and policies.Strong change management skills.Strong quantitative skills.Strong analytical and research skills.Skill in effective communication, both orally and in writing.Skill in prioritizing and organizing work.Ability to facilitate collaboration and coach team members to ensure successful project completion.Ability to possess a positive attitude with strong listening and interpersonal skills.Ability to determine requirements, provide design and estimate costs for the proposed projects; to assess needs and benefits of projects for the benefit of the County.Ability to assess processes and operational performance and to make appropriate adjustments to maximize efficiencies, quality of output and operational performance.Ability to make decisions recognizing established precedents and practices and to use resourcefulness and tact in solving new problems.Ability to exercise judgment and discretion in applying and interpreting department rules, regulations, policies, and procedures.Ability to ascertain priorities and meet deadlines and objectives.Ability to develop effective proposals and maintain accurate records and reports.Ability to establish and maintain effective working relationships.Ability to provide internal/external guidance and customer assistance via all forms of communication.Ability to use computers for data entry, word processing, and/or accounting purposes.Ability to author reports, business correspondence, and procedure manuals.Ability to establish and maintain effective working relationships with managers, service providers, other employees, and the general public.PHYSICAL DEMANDSWalking, lifting, grasping, hearing, seeing up close, seeing far away, reaching, talking, standing, finger movement, repetitive motions, depth perception. WORK ENVIRONMENTWork is primarily performed indoors but is exposed to temperamental changes (e.g., warehouses, covered loading docks, garages, etc.) or irate customers, extreme noise, odors, heights and/or dust.
