General Statement of JobThe Town of Vienna is searching for our next Finance Director, a strategic and visionary leader who will oversee and manage all aspects of our financial operations.

The purpose of this class within the organization is to perform professional and administrative work in the planning, managing, and directing of all fiscal programs and activities of the Finance Department; maintain financial integrity of the department and Town.

This class formulates long-range goals for the organization, develops policy and position papers and negotiates with the chief administrative officer and/or elected officials.

Work Schedule:Monday through Friday 8:00 AM - 4:30 PMOccasional evening meetings

All new employees must satisfactorily complete a background check. A conditional offer of employment may then be made contingent upon the successful completion of a drug test.

This is an Exempt Position.

Duties and Responsibilities

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

Essential Functions:

Hires, trains, motivates, coaches and evaluates employees; instructs, assigns and reviews work of employees; recommends salary increases, promotions; implements discipline; recommends termination. Directly supervises the Deputy Director Finance, Budget and Treasury Manager, Procurement Officer, and Capital Projects and Grants Accountant.

Provides guidance and research to Town Manager, Town Attorney, and Town Council for the financial direction of the Town.

Works on special projects for the financial analysis and financial management decisions of the Town; i.e., issuance of financing, such as bond issuance; bank placement; capital lease financing; capital project analysis and financing; long range capital improvement program (CIP); investment management; financial forecasting; special financial studies; develops and implements financial policies; monitors and oversees the development of financial controls, and related duties.

Directs the Finance Department in all areas, including cash collection; accounts payable and receivable; payroll; grants management and reporting; operating, capital and other long-range budgets; purchasing; revenue systems, including Water and Sewer, business license, vehicle license, dog tags, real estate, lodging and meals taxes, cash management, delinquent police citations; customer service.

Develops financial and budgetary policy recommendations and annual, interim, and special financial and operational reporting.

Performs tax and revenue budgetary estimates and multi-year financial trend analysis and estimates; coordinates capital improvement program within the Town’s debt capacity; coordinates new debt issues and other financing arrangements.

Additional Duties:

Appointed as Treasurer of the Town by the Town Council and performs all duties of the Treasurer, pursuant to the Code of Virginia.

Prepares Council presentations including regular items, public hearings and work sessions. Enters Council agenda information into electronic system for Finance; reviews and approves every Council agenda item with financial impact by verifying financial viability within operating, grants or CIP budget.

Reviews grant expenditures and backup for all grant reimbursement submittals, all other grant submittals and all Town checks and backup (Treasurer signatory).

Reviews Town and State Code as it relates to financial issues. Recommends policy and procedure changes based on interpretation of both the Town and State Codes.

Interacts and communicates with various groups and individuals such as the Town Manager, Town Council, Finance staff, other Town department staff, and the general public.

Provides oversight of the development and upgrading of the Town’s central financial software systems and other departmental logistical needs.

Refers to accounting balances and transactions; legislative updates; GASB updates; bond ratings and recommendations; audit management letters; policy and procedure manuals; codes/laws/regulations; publications and reference texts; etc.

Prepares and/or processes various records and reports including annual financial reports, interim financial reports, pension fund reports, and special reports on a variety of financial issues.

Maintains excellent relations with external and internal customers.

Performs related work as required.

Minimum Training and ExperienceRequires Bachelor's Degree in Finance, Accounting, or closely related area and nine years of full-time management level finance, accounting, budget or closely related experience managing multiple financial processes; OR a Masters of Business Administration (MBA) in a financial field or Master of Public Administration (MPA) with a financial concentration and six years of full-time management-level finance, accounting, budget or closely related experience managing multiple financial processes/departments.

Special Certifications and Licenses:

Requires Certified Public Accountant (CPA) in the state of Virginia
