The Maryland-National Capital Park and Planning Commission (M-NCPPC) in Prince George’s County seeks a Park Planner. The position is within the Park Planning and Environment Division of the Prince George’s County Department of Parks and Recreation. The Commission is a six-time National Recreation and Parks Association Gold Medal Award Winner!

Under general supervision, assists with the strategic planning, design and development of parks, trails, open spaces, and recreational facilities projects. Identifies potential capital investment and development needs for existing and future parks, greenways, and other infrastructure within the park system and in compliance with the Department's adopted Master Plan. Communicates needs effectively to staff, stakeholders, consultants and media through budgets, spreadsheets, graphic presentations, and GIS mapping.

This position serves as a member of an interdisciplinary planning team and is responsible for assisting the park staff, architects, landscape architects and engineers with the planning and development of new park facilities and the repair/renovation/restoration of existing structures and infrastructure. Conducts research, gathers data to determine park and trails usage and works with other agencies on issues such as trail planning, storm water management, tree and farmland preservation. Participates in the implementation of Strategic Planning initiatives. Assists with reviewing consultant draft studies. Performs research, updates, and maintains property records and legal descriptions of existing park district properties and potential land acquisition sites, and National Recreation and Park Association (NRPA) Park Metrics. Updates plans and files to reflect current park features.

Examples of important duties include:Assists with the development and updates of park plans; evaluates and analyzes issues and recommends solutions with site analysis, project design and technical plans for parks, trails, open space areas and recreation facility projects.Assists in developing and prioritizing the department's capital needs assessment program with stakeholder input and analysis of relevant data as identified in the department's Master Plan, trends, growth patterns, etc.Develops reports and recommendations to management on properties to be considered for acquisition and development.Participates in the implementation of Strategic Plan initiatives.Interfacing with consultants and staff to prepare property, topographic, and park utility maps of existing park district properties and potential land acquisitions.Performs research, plan updates, and maintains property records and legal descriptions of existing park district properties and potential land acquisition sites, and National Recreation and Park Association (NRPA) Park Metrics.Updates plans and files to reflect current park features.Balances competing interests and recognizes sensitive political and organizational issues when they arise.

KNOWLEDGE, SKILLS, AND ABILITIES:Excellent oral and written communication skills for internal and external communication.

Must have knowledge of:Natural resource and recreational planning, resource management and landscape architecture.Planning principles for environment, natural/cultural resources, land use and park development.Trails planning and recommendations.Trends analysis and sustainability principles.GIS mapping and analysis.

PREFERRED QUALIFICATIONS AND INTERESTS:

Strong GIS and analytical skills.Environmental interest: Park planners are typically interested in the world around them and the environment. Having a genuine interest in issues such as the best way to preserve trees, wildlife, and other natural resources, is the best way to foster effective ideas in these areas.Ability to balance public needs and environmental concerns: A crucial element of parks planning is the ability to create a balance between the present and future needs of individuals and the needs of the public at large without compromising the environment.Knowledge of plan development, reports and recommendations for natural/historical resources, property management, land use and park development.Knowledge of acquisition and disposition of land and conservation easements.

Minimum Requirements:

Bachelor’s Degree in Planning, Geography, Architecture, Parks and Recreation, Transportation, Urban Design, Engineering, Environmental Science, Public Policy, Economics or any related field.An equivalent combination of education and experience may be substituted, which together total four (4) years.Valid driver's license (depending on area of assignment) in accordance with both State and Commission rules and regulations. Driver’s license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee’s ability to drive Commission vehicles or perform driving duties required by the position of assignment.
