There are currently two positions available for Program Analyst I/II in the Customer Assistance Section of the Water Department.

The eligibility list established from this recruitment may be used to fill other Program Analyst I/II vacancies in other departments during the life of this list. The eligibility list established from this recruitment is valid for up to one year from the date established unless the list is extended or otherwise abolished by the Human Resources Director.Under general supervision, the Program Analyst I or direction Program Analyst II, plans, coordinates, develops, implements, and administers one or more programs in support of City services, initiatives, and/or operational activities; ensures program compliance with applicable laws, regulations, and City policies; conducts research and analyzes data; prepares reports, grants, correspondence, and a variety of other materials; and performs public outreach for assigned programs.

Customer Assistance Section of the Water Department:

The Program Analyst I/II in Water Customer Assistance is responsible for developing, implementing, and administering water efficiency and low income programs aimed at assisting water utility customers. These programs include the Leak Outreach Program, the Payment Arrangement Program, the Low Income Water Efficiency Program, and others. These positions require a high degree of both technical and interpersonal skill to both administer programs and provide assistance to customers. These positions will coordinate work with Customer Service staff on a regular basis, so the ability to work well with a team is paramount.

Some duties are performed at both levels of the series, with the more complex tasks performed by the Program Analyst II.)Plans, coordinates, develops, implements, and administers one or more programs in support of City services, initiatives, and/or operational activities; develops, recommends, and implements program activities and procedures in compliance with applicable laws, regulations, policies, and other requirements.Recommends and participates in the development of program goals, objectives, projects, policies, and procedures; assists in the development or revision of policies, ordinances, and codes relating to assigned duties.Designs, recommends, and implements program evaluation processes; identifies quality control (QC) and quality assessment (QA) opportunities; develops QC/QA surveys and other tools; gathers and analyzes data; researches best practices for program development and implementation in other jurisdictions; identifies opportunities to maximize program effectiveness and efficiency, improve service levels, reduce costs, and ensure effective utilization of available resources.Participates in the development and administration of program budgets and cost projections; recommends program expenditures; coordinates procurement processes for program goods and/or services, including the drafting of requests for proposals, quotes, and bids; drafts contracts and related documents; may coordinate site fiscal audits.Researches grants and other funding opportunities and prepares applications, as assigned; coordinates with federal, state, and/or regional networks to provide required reporting and documentation, and to meet other expectations.Coordinates and participates in program and/or service eligibility activities; develops, recommends, and implements procedures to determine whether program participants meet established eligibility criteria, such as those required by external funding sources or internal City policies; may coordinate and/or ensure the receipt and appropriate accounting of participant payments, if applicable.Utilizes a wide variety of resources, including electronic and hard copy documents, to collect and process data and information; conducts feasibility studies, needs assessments, and cost/benefit analyses; prepares, organizes, and maintains comprehensive databases, records, and technical reports, correspondence, and other materials; compiles statistics; organizes and analyzes data.Creates and distributes program outreach and informational materials; provides assistance and education to businesses, community partners, and other stakeholders while serving as a community resource and subject matter expert regarding areas of assignment.Gives presentations to groups and individuals, including community agencies, businesses, and/or the public; may solicit program donations or contributions.Responds to inquiries, requests, and complaints from program participants and/or customers; researches issues and recommends/coordinates solutions; conducts follow up activities to facilitate maximum participant/customer satisfaction.Acts as liaison with government officials, businesses, private landowners, the public and other City staff; works closely with various agencies, groups, and individuals to coordinate plans for proposed projects and respond to their concerns; may lead or coordinate work teams necessary for accomplishing tasks; may coordinate the work of volunteers and interns.May coordinate program certification or re-certification activities.May collaborate with vendors, information technology staff, and various technology stakeholders to identify opportunities for improving program business processes; may serve as a technical expert on program-related business process modifications and integrations and with other business systems.May participate in staff selection and training; may provide work direction to subordinate technical or clerical administrative employees.May manage projects and direct the work of assigned project staff; may prepare project schedules and budgets.Performs other related duties that may be reasonably expected as part of this classification.WORKING CONDITIONSPosition requires standing, walking, reaching, twisting, turning, kneeling, bending, squatting stooping and prolonged sitting in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in using a computer keyboard. Additionally, the position requires far and near vision when reading and using a computer. Acute hearing is required when providing phone and personal service. The need to lift, drag and push files, paper and documents weighing up to 25 pounds is also required. Some of these requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodations.MINIMUM QUALIFICATIONSThe minimum qualifications for Education, Experience, Knowledge, Skills and Abilities are the following:Education and Experience:Program Analyst I:Bachelor’s degree from an accredited college or university in public administration, business administration, computer science, or a related field; andORHigh School diploma or tested equivalent and,Three (3) years performing technical administrative work in support of an administrative or government program such as computer-based research, general recordkeeping, or direct support and interaction with program participants/customers.Program Analyst II:Bachelor’s degree from an accredited college or university in public administration, business administration, social science, computer science, or a related field; andTwo (2) years of professional program planning, coordination, development, implementation, and administration experience comparable to a Program Analyst I in the City of Santa Cruz.ORHigh school diploma or tested equivalent and,Four (4) years of professional program planning, coordination, development, implementation, and administration experience comparable to a Program Analyst I in the City of Santa Cruz.Knowledge:Program Analyst I:Basic methods of researching, analyzing, and presenting data, including the use of computerized database management and analysis systems and tools.Mathematics, including addition/subtraction, multiplication/division, percentages, and fractions.Basic statistics.Effective customer service standards and techniques.Methods and techniques for record keeping and report preparation.Modern office practices, procedures, and equipment, including the use of a personal computer and applications for email, word processing, spreadsheets, and databases.Program Analyst II:
