POSITION SUMMARY

As a leading global provider, this key position is responsible for coverage across all federal, state, intelligence community, and commercial market segments to support the range of Constellis’ synergistic services. Under the supervision of the Vice President of Proposal Management, the Senior Proposal Manager manages the full proposal development process to develop compelling, compliant, and winning proposals for the Mission Support Services (MSS) business unit. The MSS business unit includes operations and maintenance, base operations support, vehicle fleet maintenance and construction, advanced training, logistics and life support, crisis response, UAV, and security technology and infrastructure. This position has direct accountability for all proposal activities during the entire proposal life cycle. The Senior Proposal Manager closely partners with capture, pricing, operations, and corporate functional support teams to ensure an integrated, winning approach for MSS bid initiatives.

RESPONSIBILITIES

Manage the full life cycle of the proposal response process from analysis of RFPs to final production and submission of proposals

Handle multiple, complex proposals within the MSS service lines

Independently lead and coordinate proposal development activities including scheduling; conduct kickoff meetings, storyboarding, and review meetings

Must be able to direct work of other team members, consultants, SMEs, and others while ensuring compliance and on-time delivery of responses

Translate capture strategy, win-themes, customer hot buttons, discriminator/differentiators, and ghosting throughout the proposal

Manage all proposal activities to include planning, conducting, and facilitating kickoff meetings, storyboarding, standup meetings, reviews, and final approval

Assist in proposal writing and content development

Drive proposal content from contributors, writers, SMEs and reviewers resulting in compliant, compelling and persuasive responses

Ensure compliance with company's proposal processes, templates, checklists, standard write-ups, tools, best practices, and proposal repository procedures

Develop compliant proposal outlines, compliance matrices, and annotated writing templates

Maintain clear and effective communications, setting expectations, assigning roles and responsibilities to all team members and establish priorities to meet proposal deadlines

Assume direct ownership of the proposal for entire proposal lifecycle, including post-submission support up to contract award

Maintain close relationships with Capture Managers and assist in capture management activities during the pre-solicitation phase

Define, document, implement, and support continual proposal process improvement

Manage proposal consultants to meet proposal requirements, as needed

Maintain the SharePoint proposal site and update repository with reuse proposal artifacts

QUALIFICATIONS

Bachelor's degree (preferred)

Extensive experience responding to large ($50M+) U.S. Government solicitations

Must have 5+ years of federal proposal management experience directly producing winning proposals

Ability to obtain a Secret level clearance or higher

Strong knowledge of MS Office suite, Adobe Professional, and SharePoint with preferred experience with MS-Project

Excellent desktop publishing skills (preferred)

Must possess the knowledge and understanding of industry proposal best practices in federal government contracting

Familiarity with FAR, DFAR, DOSAR, and commercial clauses as they apply

Superior organizational skills, with special attention to detail, and time management skills are essential.

Ability to work in a team environment and display professionalism is essential

Ability to lead diverse teams and leading multiple proposal efforts

Excellent communication (oral and written) and strong interpersonal skills

APMP certification is desired

Work is typically based in a busy office environment and subject to frequent interruptions. Business work hours are Monday-Friday standard core hours, however some extended or weekend hours may be required.
