SMS is in search of an experienced Senior Pricing Manager to assist our proposal and finance teams with pricing personnel rates, compensation research, and proposal review. This senior-level role requires prior federal government contract personnel pricing experience. The ideal candidate has a solid understanding of US Government estimating and pricing principles, is innovative and creative when pricing proposal material, and is able to work independently while also collaborating with team members. The position is a hybrid role with 3 days remote and 2 days in our Corporate Headquarters in McLean, VA. Develop, analyze, evaluate, coordinate, prepare, and support cost proposals for small, mid, and large government contracts personnel staffing.Develop detailed cost build-ups and pricing strategies, perform detailed price modeling with scenario analyses, conduct competitive and historical pricing analyses for personnel and support negotiations.Review and interpret Requests for Proposals (RFP) documentation and proposal documents for compliance to customer specifications/requirements and adherence to company policy.Support price proposal and basis of estimate content development and publication for personnel rates prior to submission, along with fair and reasonable price justifications.Evaluate subcontractor price/cost proposals in comparison to internal pricing and offer suggestions and pricing strategies.Interact with personnel and management at all levels daily.Provide reviews of all estimates prior to delivery and review by senior management.Prepare and present staffing cost estimates to management, customer representatives, and government audit agencies as required.Ensure adherence to Federal Acquisition Regulations (FAR), Truth in Negotiations Act (TINA), and SMS policies and procedures regarding cost proposal preparation, review, compliance, submission, updates/revisions, and negotiations.Support audit requests, fact-finding, and negotiation discussions and the program budget baseline process.Support various departmental business management & operations functions.Qualifications

Basic Qualifications:Minimum of 5 years' experience working in pricing federal government contracts, specifically personnel pricing, researching compensation, and reviewing/understanding Requests for Proposals (RFP).Bachelor's degree in accounting, Business Management, Finance, Economics, or closely related discipline with a minimum of 5 years of relevant professional experience in staffing of personnel rates. Will consider an additional 4 years of work experience in lieu of degree.Strong proficiency with Microsoft Office suite (Excel, Word, & PowerPoint).Strong analytical, problem solving, math skills, and general finance acumen.Demonstrated self-starter with strong attention to detail.Demonstrated ability to meet deadlines, and the ability to handle multiple tasks in a fast-paced environment.Demonstrated ability to work in a team environment and communicate with a variety of stakeholders.US Citizenship required and must successfully pass a background investigation.Pricing and Proposal Analyst Experience.A minimum of 3 years of Earned Value Management experience.Knowledge of FAR/DFARS and other Government Regulations.Knowledge of the Service Contract Act and other government-related applicable standards and regulations.SMS is an Equal Opportunity Employer.
