Exhibits a high level of knowledge and technical skill as a specialized technician with job duties equivalent to the Facilities Maintenance Technician, but with additional specialized skills/certifications/degrees and/or licenses. Facilities Specialists shall possess at least one and preferably more of the following: 1.) degrees in mechanical or electrical engineering or applied physics, 2.) Journeyman's or Master's electrical license(s), 3.) demonstrable skill or experience in low voltage electrical and controls work including the knowledge of ladder logic, controls programming and/or board level repair skills, 4.) certifications and experience in industrial ammonia refrigeration including the proven ability to overhaul reciprocating compressors. Must be able to perform diagnostic and repair work of the equipment, systems, and infrastructure associated with five (5) facilities within the Parks, Recreation, Arts and Golf departments, and their associated campuses consistent with the Organization's values and mission statement. Supervision Exercised and Received: Position works under the direct supervision of the Facilities Manager.Essential Job Functions:Electrical Work:* Installs/troubleshoots/programs/repairs a wide variety of control systems, including but not limited to: Direct Digital Control (DDC) Building Management Systems, DDC Lighting Systems, DDC Refrigeration Plant Controls, Programmable Logic Controls (PLCs), Distributed Audio Systems, Power Quality Monitoring and Distribution systems, heavy equipment/Zamboni control systems and other such systems in a variety of Parks and Recreation Department Facilities.* Works on and around 3-phase, 480 voltage equipment, isolation transformers, step-down transformers, main switch gear, shunts, automated motor control centers with phase-loss protection, and other standard power distribution components and equipment.* Installs/troubleshoots/programs/repairs a wide variety of electro-mechanical devices, including but not limited to: AC motors, DC motors, motor starters, compressor controls, pump controls, refrigeration controls, sail-switches, dampers, louvers, variable frequency drives (VFDs), automated chemical feeders, 2-way valves, 3-way valves, proportional control valves, pressure transducers, flow transducers, turbine meters, thermocouples, RTDs, relays, ballasts, occupancy sensors, lighting circuits, level sensors, capacitive proximity sensors, inductive proximity sensors, analog gas sensors, pulse counters, data loggers, combustion control and flame sensors, humidity sensors, count-down timers, time delays, differential pressure switches/transmitters, hydraulic power unit components, DP contactors, phase protection devices, heating elements, electric strikes, door operators, pneumatic switches, rain sensors, heat-trace assemblies, alarm systems/circuitry, access control devices, and other such facility related components.* Calibrates, and standardizes sensitive electronic equipment including pressure transmitters, ammonia detection units, pool chemical feeders, oxygen concentrators, ozone generators, Myron TDS/Conductivity/Resistivity meters, Cooling Tower chemical feeders, Hydrogen detection units, and other such equipment typical in facilities management.* Utilizes specialized tools such as Meggar testers, scopes, power quality monitors, tachometers, volt-ohm meters, gas calibration equipment, combustion analyzers, sling psychrometers, manometers, oxygen concentration meters, IR leak detectors, IR temperature meters, cable tone and probe kits, load cells, NDT gage and flaw detectors, Sevcon CAN service equipment, Frequency Finder belt analyzers, shaft alignment systems, desoldering equipment, conduit benders, and a large variety of shop tools.* Maintains the integrity and functionality of plant and facility safety systems.* Reads and creates wiring diagrams and schematics as required.Commercial and Industrial Refrigeration Systems, HVAC:* Maintains Ammonia Refrigeration Plants with tasks up to and including major overhauls of Vilter reciprocating compressors. Employee will receive training if not otherwise qualified.* Repairs/Maintains commercial kitchen and refrigeration equipment.* Repairs/Maintains Commercial HVAC systems, including but not limited to preventative maintenance tasks, filter replacement, fan/bearing repairs, electrical control and motor troubleshooting, and repair, etc.* Utilizes specialized refrigeration tools and equipment such as ammonia monitors, manifold gage sets, vacuum pumps, leak detectors, refrigerant recovery units, SCBA, harmonic tensioners, torque wrenches, load-cells, etc.* Reads refrigeration schematics as required.Mechanical:* Troubleshoots/repairs/modifies/upgrades a wide variety of machinery including but not limited to air compressors, steam generators, regenerative blowers, ozone generators, scrubbers, vacuums, ice edgers, Zambonis, pressure washers, exercise equipment, HVAC equipment, refrigeration equipment, combustion burners, rotary compressors and blowers, gate operators, dampers/actuators, de-humidification equipment, man-lifts, tractors, trailers, hoists, lifts, etc.* Utilizes specialized tools and equipment related to mechanical specialties such as gear pullers, bearing presses, arbor presses, hydraulic presses, torque wrenches, impact wrenches, etc.Machinist/Shop:* Operates Engine Lathes, Vertical Milling machines, Bench Grinders, Die Grinders, Tool Post Grinders, Angle Grinders, Presses, Rotary Tables, Boring Bars, Drill Presses, Band Saws, Table Saws, Belt and Disk Sanders, Planners, Jointers, Edge Banders, Routers, Shapers, and other such machine and woodshop equipment.* Reads blueprints as required for machinist and fabrication work.* Operates welding equipment - M.I.G., Stick, Spool-gun, Oxy-Acetylene, Plasma-Arc, etc.* Performs layout, fixturing, or other tasks as required.* Utilizes specialized tools and equipment such as granite surface plates, height gages, micrometers, depth micrometers, bore gages, dial indicators, vee-blocks, depth indicators, edge-finders, center finders, internal/external calipers, gage blocks/pins, post grinders, drill sharpeners, tool sharpeners, layout tools, dressing tools, hoists, reamers, broaches, etc.Plumbing:* Installs/Maintains/Repairs plumbing fixtures, water supply plumbing, hydronic heating systems, refrigeration plant glycol side loops, sanitary sewer systems, water softeners, boilers, pumps, zone valves, PVC plumbing systems, filtration systems, reverse osmosis systems, lift stations, check valves, flow valves, butterfly valves, ball valves, filters, etc.* Utilizes specialized tools and equipment including: pipe milling and trenchless pipe repair equipment, pipe taps and dies, pipe cutters, brazing torches, PEX expanders/crimpers, soldering torches, pipe benders, swaging tools, flaring tools, extractors, strap and pipe wrenches, etc.Record Keeping and Procurement:* Records & maintains records of all inspections and maintenance efforts on logs, bound sequential logs, electronic logs, AutoCad files, blueprints, O&Ms, and other recording systems/devices where applicable.* Completes and processes work orders as required.* Identifies and seeks manager approval for purchases within certain parameters to procure items and/or services as necessary.General Building Maintenance:Performs a wide variety of general maintenance tasks including but not limited to:* Carpentry - Framing carpentry, finish carpentry, cabinet work, Corian counter fabrication, shelves, doors, and all sorts of woodshop work.* Seasonal - Removes winter ice dams, shovels snow, plows snow, sets up seasonal equipment and amenities such as batting cages or lawn furniture, installs snow melt, cleans gutters, replaces roof screws, repairs leaks, re-caulks seams and flashing, winterizes outdoor pipes and plumbing, installs safety barriers in avalanche areas, install door seals, etc.* Painting - Completes painting projects including cut-in, masking, prepping and painting all finishes using brushes, rollers, airless and compressed air sprayers.* Tile Work - Uses diamond saws and specialized tools to cut/install/replace tiles, remove/restore/seal grout.* Concrete work - Uses concrete mixer and specialized tools to install/cut/bore/finish/polish/stain/ and/or stamp decorative concrete.* Operates heavy equipment to complete special projects (front end loaders, backhoes, man lifts, tractors, dump trucks, and snowblowers. CDL training will be provided as required.Safety:Enthusiastic and proactive participation is required in all efforts to provide for a safe working environment and public safety.* Completes all safety trainings as required.* Refrains from participating in hazardous activities unless and until properly trained.* Specialized training includes; lockout-tagout procedures/training, confined space entry procedures/training, HazWopper response procedures/training, shop equipment procedures/training, heavy equipment procedures/training, ammonia refrigeration procedures/training, and other trainings as required.* Consults SDS sheets as required and utilizes all Personal Protective Gear (PPG) and safety precautions as required.* Follows Standard Operating Procedures as required.* Immediately reports and helps resolve unsafe conditions should they occur.When otherwise not qualified, employee may be asked to attend training to learn new skills.City Organizational Values:Supports and models the City of Aspen organizational values: Service, Partnership, Stewardship, and Innovation. Ability to use milling machines, lathes, hydraulic presses, welding equipment, band saws, table saws, core drills, routers, grinding equipment, sanding equipment, polishing equipment, drain snakes, paint sprayers, hoists, man-lifts, pullers, dial indicators and other precision shop tools.Minimum Qualifications:Education: High School diploma or GED.Experience: Five years of experience in the mechanical trades including any combination of troubleshooting/repair and/or installation of refrigeration equipment, HVAC, Pumps, Motors, Engines, Power Transmission. Experience in the building trades including plumbing, electrical, carpentry, controls, roofing, painting, and all general construction is appropriate for this position.Technical Knowledge: Must be proficient in the following areas: Microsoft Outlook Email, and a basic understanding of computers and online computer-based technology applications, which includes accessing web-based platforms. Additionally, employee must be very knowledgeable in the use of electrical test equipment, ohms law, and basic circuit theory.Licenses & Certifications:Must possess a valid Colorado Driver's License or be able to obtain one within 30 days of start date.Required (at least one of the following): Degrees in mechanical or electrical engineering or applied physics, OR Journeyman's or Master's electrical license(s), OR a demonstrable skill or experience in low voltage electrical and controls work including the knowledge of ladder logic, controls programming and/or board level repair skills, OR certifications and experience in industrial ammonia refrigeration including the proven ability to overhaul reciprocating compressors.Additional Preferred: Aspen Confined Space Certification, IIAR Ammonia Operator Certifications, Pool Operations Certifications (AFO, CPO), CDL, electrical licenses.NOTE: Any combination of experience and education that would likely provide the required abilities, knowledge and skills as determined by the City of Aspen may be substituted for the requirements above.Preferred Candidate: Knowledge of running an engine lathe, Bridgeport vertical milling machine, hydraulic press, rotary table, grinder, and drill press, ability to weld using a wire-feed are welder, weld, braze and cut metals using an oxyacetylene torch, bend and form metals using presses and manual techniques, safely install rivets of various types, and utilize Wirsbo, PEX and rebuild valves, has experience with DDC controls, especially JCI and/or Delta, possession of Electrical License.NOTE: This position requires a physical examination and Criminal Background Check upon hire. Employment is contingent upon passing a physical examination and Criminal Background Check.Position Type and Work Hours:Regular full time, hours may vary with workload. Evenings/Weekends may be required in addition to or instead of normal hours depending on department needs and special projects. Special Events: May be required to work Special Events during holiday periods, such as the 4th of July parade and fireworks display.Work Environment:Indoors: Office environment and public recreation facilities that will require exposure to wet, humid conditions, work near moving mechanical parts, extreme cold and extreme heat. There is also risk of electrical shock.Outdoors/Off-Site: Meetings, trainings, and site visits at a variety of city facilities and areas. Site visits to outdoor recreation facilities.
