The Economic Services Administration (ESA) within DSHS is seeking a

Senior Research Manager

to join its Management Analytics and Performance Statistics unit. EMAPS is responsible for performance reporting, complex policy research, policy impact assessment, and social service program data administered by ESA. Data reports and research studies completed by EMAPS are used in statewide policy development and facilitate effective programmatic, operational, and financial decision-making for the Administration.

In this role, you will conduct complex research, data analysis, and program evaluation projects, supporting the development of ESA policy, improving program and client outcomes, and evaluating program efficiency and effectiveness. You will interpret and present research findings to a variety of audiences. Also, you will produce ad hoc and recurring reports for customers, review EMAPS' data and research products to ensure their consistency, accuracy, and timeliness, and provide consultation and expertise in identifying and remedying data quality/integrity issues.

This role has statewide scope and will utilize a hybrid telework schedule within WA. Travel is rare, as your work is self-directed and autonomous, completing projects efficiently and accurately. Your important research findings and policy consultation provide support for data-driven fact-based decisions made by ESA's Executive Leadership and program managers in policymaking, program management, and budget-building for ESA client-centered work supporting public assistance.

Some of what you will do

Conduct independent research using various quantitative methodologies to study client data across programs and agencies

Propose, design, and manage research projects

Create and manage datasets and conduct sophisticated statistical scrutiny

Present data, research findings, and recommendations

Provide study design, statistical information, and consultation for major research projects

Offer consultation to ESA program staff

Collaborate with other agencies and serve as a consultant on cross-agency research projects

Within six months , you have successfully established a routine, thoroughly understand the ESA programs, are independently producing routine reports, and are starting to formulate upcoming research topics.

Who Should Apply

Professional with a PhD* degree in public policy, economics, social work, sociology, public affairs, political science or related field

And, 3 years of experience in research and data analysis in a fast-paced policy-making setting (ESA program knowledge is strongly preferred); concurrent experience should include:

Expertise in quantitative program evaluation research methods, such as study design and implementation, sampling, focus groups, complex multivariate statistics, or economic modeling

Use of SAS or SQL (or similar) analytical software

A master's degree in one of the above fields plus 5 additional years of described experience will substitute for the PhD.

Preferred knowledge, skills, and abilities:

Working with large relational databases

Using U.S. Census data

Qualitative research methods (e.g., sampling, survey design/implementation, questionnaire construction, or focus groups)

Data visualization and mapping software (e.g., Tableau, ArcGIS)

Collaboration on the design of visual displays, flow charts, presentations, and graphics to aid research findings and presentations

Familiarity with ESA-administered public assistance programs
