The Department of Social and Health Services (DSHS), Community Services Division (CSD) is responsible for determining eligibility for federal and state funded public assistance programs, including food, cash, and medical programs. This position works under the administrative direction of the North Seattle CSO Administrator and supports the agency’s mission to Transform Lives by providing business and operational support to the Seattle CSO staff, Administrator, and Management Team.

In this role you will serve as a journey-level analyst conducting research, providing consultation, strategy development, formulating recommendations, and assisting with the implementation of strategic and long-range planning activities. This position conducts research and assists with strategic planning in the areas of business and organizational structuring, budgeting, operations, policy-related issues, purchasing, and proposed legislation changes. This position provides multi-dimensional data supported analysis findings to the CSO Administrator and Seattle CSO Management Team, including detailed information regarding programs and operational issues in the CSO. This position is responsible for developing procedures and processes to implement the long-range strategic vision based on current and relevant data.

Some of what you will do:

Prepares Seattle CSO performance and programmatic reports, using programs such as the CSD Dashboard, WFO, Barcode ADHOC, eJAS, Leave Tracker, and E-maps for short term and long term goal planning.Supervise CSS staff.Monitors proposed or pending changes in business operations requirements, WAC, laws, policies and procedures, potential impact on business functions and recommend appropriate response to assist in the implementation of those changes within the office.Assist management to identify and plan business process changes for short and long term strategic goals.Conduct extensive research and assist with strategic planning in the areas of business and organizational structuring, space planning, facility use, operations, budgeting, policy-related issues, purchasing, and proposed legislation changes.Develops and implements processes for monitoring and measuring outcomes related to service delivery, staff performance, outreach services, support service utilization/budgets, personnel management, and HR data.Use process improvement strategies to identify trends and assist management to identify and plan business process changes for short and long term strategic goals.Create detailed project plans, identify tasks, owners, dependencies, stakeholders and timelines.Ensure office compliance with CSO mandatory staff training, including: REDI, LMS, Core, Safety, mandatory HR, and annual training.Leads small to medium sized projects impacting multiple programs and departments, by coordinating with other divisions, management, staff, community partners and stakeholders.Participates in various statewide process improvement teams.Support committees, taskforces and working groups by convening conference calls and zoom meetings, coordinating presentations for calls and in-person meetings.Develops and provides timely communications to staff, stakeholders and management regarding project status and outcomes.Determine the need for equipment and supplies. Coordinate with the CSO Administrator and the Regional Business Center for the ordering, maintenance and disposal.Oversee all negotiable inventories including EBT (Electronic benefit transfer) cards, pre-paid merchant cards, bus tokens and returned warrants.Safety and Security Coordinator - Use process improvement to analyze data such as US Census and UCR data to develop and implement new safety processes and protocols; issue and maintain control of proximity ID cards for building occupants; ensure fire and security alarm system is maintained; respond to ergonomic issues; represent Management Team on the Office Safety Committee; ensure timely completion of incident reports and annual OSHA forms.Local oversight of various programs - Use various programs and resources to effectively act as the Random Moment Time Sample, Records Retention, Scan, Ergonomic, and Telecommunications Coordinator.Develop presentation materials, PowerPoints, compile program marketing resources, and create briefing materials, reports, handouts and talking points for management and staff.Develop and maintain content of relevant agency webpages such as the Seattle CSO SharePoint Site.

Who should apply:Bachelor's degree in business administration, public administration, law, public health, health administration or related field and 3 years of experience conducting research and analyzing policies, laws, rules or regulations. Or comparable combination of graduate education and experience. Professional experience may substitute year for year for education.

The three years of experience must include:Conducting research and analyzing policies, laws, and rules.Organizing and facilitating meetings, presentations, trainings, workshops or workgroups with staff, leadership, community-based organizations and/or local governments.
