Loan Specialist (Commercial)

The position is in a state or area USDA/Rural Development office. As a Grant and Loan Specialist, you will provide statewide leadership, guidance, and review in Community and/or Business Programs to make/service loans/grants for community facilities, public utilities, and/or businesses. The position will initially focus on the Rural Energy for America Program.GS-12 Level Requirements

Applicants must have one (1) year of specialized experience equivalent to at least the GS-11 level; or its non-Federal equivalent that demonstrates:Experience conducting state-wide performance Community and/or Business programs services to determine allocation of funding to area offices.Experience conducting comprehensive analysis of credit worthiness, including reviewing income statements, tax assessments and returns, credit reports, cash flow, historical financial information, annual business plans, engineering plans, architectural plans, preliminary construction plans, building site inspection, environmental impact statements, related water & sewer facilities, zoning & restricted covenants.Experience conducting field visits to determine conformance with loan and grant requirements, evaluating and/or preparing environmental assessments to ensure multiyear forecasts are realistic.There is no education substitution for this grade level.Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined above.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
