Job Description - Health Care Facilities Executive Director (24141985) Position Title: Health Care Facilities Executive Director - (24141985) The Montana Department of Public Health and Human Services (DPHHS) has a career opportunity within the Health Care Facilities Practice (HCFP). The Executive Director is directly accountable and responsible to the Department of Public Health and Human Services (DPHHS) to provide leadership and overall management of seven (7) state-run healthcare facilities. This role encompasses managing programs and services, strategic planning, financial management, human resource management, physical plant and information system operations, regulatory compliance, quality improvement, and risk management as well as support of the governing boards for the Montana State Hospital (MSH) and Montana Mental Health Nursing Care Center (MMHNCC). This position interfaces with state and local governments, as well as advocacy groups. It also oversees regulatory requirements of all state-run healthcare facilities including compliance with the Centers for Medicare and Medicaid Services (CMS), Centers for Disease Control and Prevention (CDC), Occupational Safety and Health Administration (OSHA), and the Montana Code Annotated (MCA), as well as Administrative Rules of Montana (ARM). This role is pivotal in overseeing all senior leadership and executive positions that manage the seven (7) state-run healthcare facilities. The Executive Director will be responsible for ensuring that these facilities maintain the highest standards of patient care, regulatory compliance, and operational efficiency. Qualifications for this Career Opportunity Provides strategic direction and leadership to senior executives and administrators of state-run healthcare facilities. Monitors and evaluates the performance of state-run healthcare facilities, ensuring they meet established standards and benchmarks. Serves as the primary liaison between the Department of Public Health and Human Services and the senior leadership of the state-run healthcare facilities. Ensures all facilities comply with federal, state, and local laws and regulations, including healthcare laws and accreditation standards. Works with the Board Chairperson and Executive Committee to enable the Boards, its committees, and individual board members to fulfill the Boards governance functions. Master’s degree in healthcare administration, Public Health, Business Administration, or a related field. Minimum of 10 years of progressive leadership experience in healthcare administration, preferably within public sector healthcare facilities. Proven track record of managing large, complex healthcare organizations and driving operational improvements. In-depth knowledge of healthcare laws and regulations, compliance standards, and quality improvement methodologies. Strong financial acumen and experience in budget management and resource allocation. Excellent interpersonal, communication, and leadership skills; with the ability to inspire and motivate senior leadership teams. Demonstrated ability to build and maintain relationships with diverse stakeholders, including government officials, healthcare providers, and community organizations.
