About the Organization

Horizons St. Louis in Kirkwood is a community-centered education program supporting students from the Kirkwood area. Horizons builds long-term partnerships with students, families, communities, and schools to create experiences outside of school that inspire the joy of learning. The main component of Horizons is a six-week summer program located on the campus of Keysor Elementary School in Kirkwood, where students participate in academic, cultural, and recreational enrichment activities, including teaching all students how to swim. The goal of Horizons is to offer kids learning opportunities that stop the “summer slide” and help close the achievement gap. Horizons’ students gain an average of 4-12 weeks of grade level equivalence in reading and math skills each summer. New skills learned at Horizons translate into school-year confidence, positive attitudes and student success. The six-week program is supplemented by a growing school-year program to support learning, enrichment and social/emotional growth. Horizons St. Louis in Kirkwood operates a proven model and is part of an affiliated network with over 70 Horizons sites serving students across the country.

About the Position

An integral part of the Horizons St. Louis in Kirkwood team, the Program Director is responsible for implementing the summer and school year programs and reports directly to the Executive Director. Duties and responsibilities include program management and staff management.

The Program Director position is year-round but less than full time. The majority of time will be spent between January and July, although other duties will require time outside those months. A general idea of the time commitment required for this position is:

January-February: approximately 15 hours per week

April-May: approximately 20 hours per week

June-July:

Full time . The Program Director is required to be on-site at all times when the 6-week summer program is in session and is expected to attend or be available for all Field Trips

August-September: approximately 10 hours per week

Other: Attendance at Horizons Board meetings, year-round activities and other events as needed.

Horizons St. Louis in Kirkwood offers a strong community of support from committed families and a collaborative Board of Directors, working with the Kirkwood School District, local community stakeholders, and community organizations in the St. Louis area dedicated to educational equity for all kids. As part of a national network, Horizons St. Louis in Kirkwood’s Program Director has access to programmatic and strategic guidance from Horizons National, the hub of the Horizons Network.

KEY RESPONSIBILITIES

Program Management:

The Program Director is responsible for ensuring that Horizons’ annual 6-week Summer Program and year-round programming (collectively, “Program”) are implemented in accordance with the policies and direction of the Board of Directors and all requirements of Horizons National. The Program Director supervises and oversees all aspects of the Program, including working on-site during the Program. Specific duties related to Program Management include, but are not limited to:

Developing a vision and plan for the Summer Program to include a robust project-based STEAM (science, technology, engineering, art, and math) curriculum emphasizing literacy and math, outside activities and presenters for academic enrichment, swim instruction, field trips, nutrition, and social and emotional learning.

Handling all aspects of student recruitment and registration.

Recruiting, motivating, supervising, and retaining a staff of highly qualified educators, swim instructors, and support personnel for the Program.

Acquiring and maintaining all program equipment and supplies, including ordering, care, use, and training.

Administering all testing and data collection and reporting in accordance with the requirements of Horizons’ Board of Directors, Horizons National, and/or Horizons’ donors.

Community Relationships and Program Expansion:

The Program Director is responsible for managing and fostering key relationships with organizations in the community that support Horizons and the Program. The Program Director is also expected to work with the Horizons Executive Director and Board of Directors to develop expanded programming. Specific duties include, but are not limited to:

Providing ongoing communication with families.

Developing relationships with key personnel at the Kirkwood School District related to student eligibility, facilities, bus transportation, and student data, and communicating regularly with such personnel regarding all needs and requirements related to access and use of the Program sites, student transportation, student eligibility, and student test data.

Working with organizations in the St. Louis community to schedule weekly enrichment experiences and field trips.

Working with the Executive Director to develop and increase year-round programming and programming for middle and high school students.

Administration:

In addition to the duties described above, the Program Director is also responsible for communicating with the Horizons Board of Directors on a regular basis and handling the program budget. Duties related to Administration include, but are not limited to:

Attend and report at Horizons board meetings and additionally as needed.

Provide content for Horizons publications as needed.

Manage resources with the budget and ensure that the Program operates within budget guidelines.

SKILLS AND QUALIFICATIONS

Bachelor’s Degree required.

Demonstrated success in education and/or program management, preferably in an organization with a focus on education, out-of-school time programming, or youth.

Excellent interpersonal skills and demonstrated ability to build and sustain positive and respectful relationships, with a sense of cultural competency and experience with working with a diverse range of stakeholders.

Demonstrated commitment to understanding how systems impact our families and communities we work with, including a commitment to continual growth in understanding personal biases and role within societal systems.
