$74,803.00 – $119,684.00 USD Annually

CLASS DESCRIPTIONThe City of Baltimore’s Department of Finance (DOF) is seeking a self-motivated Program Analyst with excellent verbal, analytical, computational, and writing skills. The Analyst will serve in the Fiscal Integrity Office in the Department of Finance. The Program Analyst will review applications for various tax credit programs and will play a key role in ensuring program integrity by meticulously analyzing data, reviewing financials, and performing in-depth policy analysis of the legislation governing each credit.

DUTIES AND RESPONSIBILITIES

Independently review tax credit applications for accuracy and compliance with program guidelines.

Conduct thorough data analysis to assess eligibility.

Examine financial statements and supporting documentation.

Perform comprehensive policy analysis to ensure applications align with the intent of the governing legislation.

Effectively communicate with applicants, program managers, and stakeholders.

Maintain up-to-date knowledge of relevant tax laws and regulations.

Calculate tax credit amounts based on program regulations and applicable data.

Interpret and apply a variety of laws, rules, regulations, standards, and procedures.

EDUCATION AND EXPERIENCE REQUIREMENTSEDUCATION:

Master’s degree (or equivalent) from an accredited College or University with advanced coursework in finance, accounting, public policy analysis, business administration, business process reengineering, real estate, or law.

AND EXPERIENCE:

A minimum of four years of experience in one of these or a related field is preferred. The successful candidate will have strong Excel skills.

Practical experience in legal frameworks and the development of rules and regulations, as well as proficiency in GIS, SQL, or Python, will be considered a plus but are not required.

OR NOTE (EQUIVALENCIES):

A bachelor’s degree, including advanced courses in quantitative methods and two years of additional experience, may be substituted for a master’s degree.

Strong analytical and problem-solving skills.

Excellent attention to detail and accuracy.

Proficient in Microsoft Office Suite (Word, Excel).

Ability to work independently and manage multiple tasks simultaneously.

Excellent written and verbal communication skills.

Ability to establish and maintain effective working relationships with the public and peers.
