About the Company:

The primary objective of this position is to develop an overall plan and schedule for implementing approved real estate development programs, including physical and management improvements. All activities must support the mission, strategic goals, and objectives of the Housing Authority of the Birmingham Districts (HABD).

About the Role:

The Director of Real Estate Development at the Housing Authority of the Birmingham District (HABD) leads and manages the planning, execution, and oversight of real estate development projects aimed at expanding affordable housing options in Birmingham, AL. This role involves coordinating with internal and external stakeholders, overseeing project budgets, timelines, and compliance with federal and local regulations. The director also identifies funding opportunities, manages redevelopment efforts, and ensures that all projects align with HABD’s mission to enhance the quality of life for low-income residents.

Responsibilities:

Directs the work of staff, including assignment, planning and reviewing work, evaluating work performance and completing performance reviews, coordinating activities, maintaining standards, assigning staff, selecting new employees, training staff, responding to employee problems, and recommending and implementing discipline.

Assists with the physical condition of all real estate owned and operated by the organization; oversees all assigned real estate transactions, including acquisitions, dispositions; demolition; new construction, renovation, repositioning and recapitalization.

Assists the CEO and executive leadership across the Administrative, Housing Choice Voucher, Public Housing, Financial and Real Estate departments to set priorities, establish policies, strengthen operations and work toward goals and decision-making for long-term sustainability.

Assists in planning, developing, organizing, coordinating, leading, and implementing initiatives.

Develops and maintains industry best practices for tracking and reporting the physical needs of HABD assets, including establishing building component life cycles, replacement/repair costs, and methodologies for prioritizing capital investments with limited resources.

Qualifications:

Bachelor's Degree in Real Estate, Architecture Engineering, Construction Management, Planning, Business Administration, Finance, or a related field. Master's degree is a plus. Minimum five (5) years of experience in Real Estate Development, Construction Management, or Real Estate Development, including a minimum of three (3) years in a managerial position.

Required Skills:

Extensive knowledge of key policies, procedures, functions, and personnel in the Real Estate Development Department and HABD policies and programs.

Knowledge of the principles of fitness assessment and uniform physical fitness standards.

Ability to plan, develop, supervise, and coordinate housing and community development activities.

Knowledge of the principles of budget preparation and control.

Preferred Skills:

To perform this position successfully, the employee must have strong computer skills (e.g., MS Word, Excel, PowerPoint, and Outlook) and be able to learn other computer programs required for assigned duties.

Pay Range and Compensation Package:

Salary is commensurate with education and experience.
