Serves as a business analyst responsible for system administration, application life cycle support, project management, business analysis, reporting and support for major applications supporting the Sheriff’s Office. Provides backup to the Business Analyst III in the development and support of both new and current applications. Develops a deep level knowledge and understanding of both the business and the technology products supported to provide application support services. Accountable for new system implementations and changes to ensure they meet business needs and improve customer satisfaction levels, test, and confirm functionality created. Serves as the system administrator with overall responsibility and accountability for end-to-end application ownership, solution expertise and vendor management to ensure business needs are met (i.e., managing user accounts, analyzing, documenting, and implementing requested system configurations and changes, etc.). Serves as business analyst providing full life cycle support and project management of applications (i.e., business process analysis, requirements definition, testing, training, reporting, configuration, user issues, documentation, etc.). Serves as the application support to users (i.e., work with users on issues, coordinate issues management/resolution, organizational change management, testing, training, etc.). Works with users to design and develop complex reports using various system reporting tools (i.e., Microsoft SQL SSRS, Microsoft Business Intelligence, etc.). Supports applications of advanced complexity, supporting multiple agencies or cross-functional, that are multi-component systems involving client-server, services-oriented, database, web-based, cloud-based, and iOS mobile environments instrumental to business operations. Performs related work as required. Works under general supervision of the applications manager.Illustrative Duties

A complete list of position duties and unique physical requirements can be found in the position job description.)Analyzes business operations;Studies, researches, and conducts cost/benefit studies evaluating existing or proposed systems;Assists in the preparation of short- and long-range information technology plans;Prepares performance measure reports;Conducts discussions with agency representatives to review, evaluate, and analyze existing systems;Defines problems and information processing requirements;Recommends procedural and operating improvements;Identifies needed automation support;Administers specialized departmental systems; performs day-to-day maintenance of systems;Identifies and tests system enhancements;Evaluates system performance and makes recommendations for increased efficiency;Identifies business needs and business process improvements;Represents the agency in new system implementation;Participates in the evaluation of design elements;Assists technical staff in developing and preparing system design documents;Develops, conducts, and coordinates acceptance testing;Advises technical staff in designing systems outputs and formats;Assists in determining causes of system problems and works with technical staff to determine appropriate corrective actions;Acts as intermediary between users and technical staff to resolve problems;Participates in developing user training manual;Provides training to users;Coordinates and oversees maintenance and inventory of agency hardware and software;Works closely with agency IT technical staff;Develops and provides technical briefings for staff on new services and system components;Provides technical support and training to users of installed software;Attends training workshops, product demonstrations, conferences, and technical briefings;Stays abreast of technology changes;Provides assistance to other staff as needed;Serves on committees and task forces and undertakes special projects as assigned.Required Knowledge Skills and Abilities

MINIMUM QUALIFICATIONS:Any combination of education, experience, and training equivalent to the following:(Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to")Bachelor's degree in business, computer science or a field related to the department where the information technology services are being used; plus, two years of experience analyzing business processes and/or developing/maintaining the main business system, technical platform or a related system.

PREFERRED QUALIFICATIONS:Work experience in an information technology (IT) environment performing business analysis, requirements gathering, design, and system administration of IT solutions within a government entity supporting corrections or law enforcement systems.Demonstrated experience in one or more of the following: systems jail management systems, records management system, and/or electronic health records systems.Demonstrated experience training employees in the use of hardware and software solutions and creating training plan and materials.Demonstrated experience in requirements analysis, project management, application design, user training and documentation.Demonstrated experience in customer management and system administration.Excellent customer service skills with the ability to interact in a friendly, service-oriented, and professional manner with internal and external customers.

NECESSARY SPECIAL REQUIREMENTS:The appointee to this position will be required to complete a criminal background check, polygraph exam, and psychological exam to the satisfaction of the employer.

PHYSICAL REQUIREMENTS:Employee may be required to lift up to 15 pounds. Job is generally sedentary in nature; however, visual acuity is required to read data on computer monitor and handhelds; incumbent must be able to operate touchscreen and keyboard-driven equipment. Must communicate with others. All duties may be performed with or without reasonable accommodations.
