USARPAC provides continuous oversight and control of Army operations throughout the Indo-Pacific theater and has jurisdiction over Army forces serving in Hawaii (HI), Alaska (AK), the Pacific Ocean, South Korea, and Japan. USARPAC provides United States Code (U.S.C.) Title 10 support to USARPAC forces and personnel within the theater and is the Joint Forces Land Component Commander (JFLCC) to USINDOPACOM.Develop information retrieval solutions to support client requirements for specified domain subjects, using information retrieval software languages and automated text analysis and extraction techniques. Develops knowledge management strategy and methodology and utilizes Government-approved domains to develop, build, manage and maintain collaborative environments. Support the content of the web portal and other document repositories by managing metrics, deliverables, and other TO-related information and materials. May help technical teams manage the long-term storage of engineering work products. Maintain records in accordance with Government regulations. Works with government activities, tech coordinators, other database managers. Assists with the mapping, coordination, and management of share drives, SharePoints, and other information systems. Responsible for building and managing databases. Responsible for the upkeep, configuration, and reliable operation of systems.Functions/Key TasksIndependently solve problems involving data handling systems and data feeds.Install and update software tools supporting data management, data analysis and visualization.Create and work in a standalone software development environment.Develop code and deploy code into an integrated environment.Assess potential software/application solutions to automate or simplify complex processes.Devise system integration plans, and document development requirements to mature existing mission management applications.Support data management and data science with development of data models utilizing available resources to mine large and complex data sets.Conduct analytics on complex data set compiled from various sources to identify trends or data analysis relationships that inform IMMC mission management activities.Test and validate data models on a reoccurring basis.Build web prototypes to continually improve data availability and discoverability.Coordinate with functional and regional collection managers to create new data models for advancing automated functions.Support, train, and mentor collection managers on the effective use of webpages to make ISR related information available to command personnel.Mentor personnel on the use of ISR COP/ GIS and GEOINT Visualization tools.Optimize network utilization through centralized distribution of ISR related information on common information mediums and provide a core set of information feeds to support common understanding across the enterprise.Develop or advance displays to enable dynamic, collaborative intelligence /ISR decision support.Continuously integrate new data sets from ISR and collection sources with numerous applications to synchronize ISR and Collection Management operations.Participate in conferences, exercise activities and working groups supporting IMMC mission.Qualifications:Bachelor or master's degree with 3+ years of intelligence collection management experience or COCOM intelligence/ISR experience is desired.Knowledge of architecture, systems, data analytics tools and applications associated the functional areas.Ability to integrate new data sets from various sources via numerous applications and feeds.Solid understanding of network and client/server concepts.Proven ability to set up a development environment.Experience in Data Science or Advanced Analytics tools is a preferred additional qualification.Experience in Natural Language Processing is a preferred additional qualification.Experience with creating and deploying digital content with SCALA, R software environments, or Julia programming are additional preferred qualifications.Physical Demands:While performing the duties of this position, the employee is regularly required to talk or hear.The employee frequently is required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms.This position requires the ability to occasionally lift office products and supplies, up to 20 pounds.JMark is dedicated to the principle of equal employment opportunity and prohibits unlawful discrimination against applicants or employees on the basis of age, race, sex, sexual orientation, color, religion, national origin, disability, military status, genetic information, or any other status protected by applicable state or local law.JMark Services is a direct recipient of federal contracts and associated funding.
