Based on job duties, this position is designated as telework eligible on a hybrid basis (i.e., working at least 3 days per week in the office); the selected applicant must complete the initial training period prior to being eligible to telework. Official Position DescriptionIn the Office of Real Estate, provides program direction for the Real Estate Billing Program by relieving superior of a variety of difficult administrative duties & formulates & implements program policy (e.g., analyzes & evaluates real estate billing & budget procedures & policies; provides technical advice to aid administrator in decision-making; trains statewide real estate staff on billing program policies & procedures; provides guidance to statewide real estate staff on billing program; acts as liaison between the Office of Real Estate, Division of Finance, & the Office of Budget Management (OBM); represents administrator at meetings). Audits real estate billing documents for accuracy & compliance with state & federal regulations. Verifies billings/checks cashed & reports to OBM. Monitors appropriation accounting for real estate encumbrances. Utilizes computer & related software (e.g., REAL OS) to load encumbrances, create consultant requests, load information, reconcile district real estate billings, create Right of Way Bills (RE24), track warrants, & enter data. Generates & tracks owner opinion surveys & analyzes results & provides recommendations. Completes 1099 year-end review. Prepares important documents, correspondence, directives & publications related to statewide real estate billing & budgeting.

Utilizes computer & related software (e.g., REAL OS, Graphic Query Language (GQL), Paradox, OAKS Financials, Appropriation Accounting, ELLIS) to generate reports for parcel acquisition & dollar expenditures for the Statewide Real Estate Billing Program. Assembles data for yearly program report to Federal Highway Administration (FHWA) for Real Property Acquisitions as required per 49 Code of Federal Regulations (CFR) Part 24.9(c). Maintains Office of Real Estate forms, manuals, & websites.

Minimum Qualifications:4 yrs. trg. or 4 yrs. exp. in business administration management science or public administration.Or completion of undergraduate core program in business administration, management science or public administration; 2 yrs. trg. or 2 yrs. exp. in supervisory, administrative &/or managerial position.Or completion of undergraduate core program in academic field commensurate with program area to be assigned per approved Position Description on file; 2 yrs. trg. or 2 yrs. exp. in supervisory, administrative &/or managerial position or staff position involving planning, research &/or policy/procedure development.Or 1 yr. exp. as Program Administrator 1, 63122.Or equivalent of Minimum Class Qualifications For Employment noted above.
