Job Description:GENERAL JOB SUMMARY:

Responsible for managing the Earned Value Management (EVM) team. This position supports the Kratos portion of the Sentinel program for the US Air Force. Key responsibilities of the position are delivery of the Integrated Program Management Data Analysis Report (IPMDAR) and Cost and Software Data Reporting (CSDR) reporting requirements. Additionally, responsible for maintaining the Earned Value Business System certification.

ESSENTIAL JOB FUNCTIONS:

Manage the Sentinel program in support of maintaining Kratos’ DCMA certified Earned Value Management System.

Lead monthly Change Control Board to review and approve Baseline Change Requests.

Lead program IMS reviews to review the Critical and Driving Paths ensuring any anomalies are resolved.

Interface with customers with respect to the EVM Data deliverables and system compliance.

Drive the EVM team, including Control Account Managers, in a collaborative manner to provide the leadership team informative data enabling sound decision making.

Lead the yearly Comprehensive Estimate at Completion.

Mentor Control Account Managers in the practices of EVM.

Ensure the program cost baseline satisfies contractual requirements.

Develop and execute programmatic budgets and financial plans that align with the program baseline.

Brief Senior-Level Customers on EVM metrics and schedule performance.

Ensure Schedule Risk Analyses are performed upon request.

Develop program unique standards and process instructions for planning, scheduling, baseline control, EVMS, financial controls, subcontract cost integration, and Integrated Program Management Report (IPMR) compilation and analysis.

Ensure compliance with American National Standards Institute/Electronic Industries Alliance Standard 748 (ANSI/EIA-748) and CACI Earned Value Management System (EVMS) and associated internal company procedures.

Assist with determining the critical path of the program based on schedule progress and established task dependencies.

Transfer data between Primavera and Cobra and ensure accuracy of data.

Develop and maintain artifacts and other program documentation.

Support DCMA Surveillance activities.

Working knowledge of Integrated Master Schedule (IMS) and Integrated Master Planning principles and practices.

Manage multiple projects and teams simultaneously within common processes and procedures.

Handle complex program planning, cost estimating, budgeting, financial tracking, resourcing, and monitoring of short term and long-term multiple-disciplinary teams and project objectives.

SUPERVISORY RESPONSIBILITY:

Manages a team of Schedulers and Earned Value Analysts.

EDUCATION AND EXPERIENCE:

BA/BA in Business Administration or other related discipline.

10+ years of specialized experience and management responsibility of Programs with Earned Value and/or detailed scheduling requirements; Subject Matter Expert on Earned Value Management within the framework of compliance to the ANSI EIA-748.

Ability to prepare EVMS team for Joint Surveillance Reviews.

Experience in development of military systems, technical understanding of the basic principles of systems engineering for hardware and software-based systems.

Experience supporting DCMA Surveillance activities.

Familiarity with DoD Contracting environment.

Preferred Certifications: Certified Project Management Professional (PMP), Certified AACE Earned Value Professional (EVP).

Must have working knowledge of DoD Acquisition Framework and associated design milestones.

Must be adept in Microsoft Office Suite including working knowledge of MS Project.

Demonstrates experience in problem solving for complex, multi-skill required issues.

Superior interpersonal abilities and communication skills.

WORK ENVIRONMENT / PHYSICAL REQUIREMENTS:

Office environment.

Ability to stand and sit for long periods of time.

Ability to perform repetitive motion (keyboarding, 10-key, phones).

Ability to lift up to 10 pounds.

Ability to follow standard precautions using personal protective equipment as required.
