Job Description Summary:

The Vice-President for Business & Finance/CFO is responsible for overall supervision of the business services and all financial operations of the College and its Foundation, and provides strategic oversight for facilities, safety, and risk management.

Duties:

Prepares and monitors budgets for State, County, and Institutional funds in accord with state policy, the college’s goals and objectives, and priorities set by the President.

Serves as the Treasurer for the Asheville-Buncombe Technical Community College Foundation.

Directs the investment program of the College and Foundation to maximize potential resources and ensures adequate cash flow to meet their needs.

Helps negotiate, review, and sign all contracts.

Oversees and trains the Business and Finance division and other staff on raising awareness and knowledge of financial management matters.

Ensures systems of adequate controls and risk management are implemented and tested, and substantiating documentation is approved and available so that all purchases may pass independent and governmental audits.

Oversees the coordination and activities of independent and state auditors ensuring all Single Audit (Formerly A133 Audit) issues are resolved, and all compliance issues are met, and the preparation of the annual financial statements is in accordance with U.S. GAAP and federal, state, and other required supplementary schedules and information.

Collaborates with the Executive Director of Human Resources & Organizational Development to ensure cost-effective benefit plans and other fringe benefits, which the organization may offer employees and potential employees with the goal of attracting and retaining qualified individuals.

Prepares deadline sensitive reports, surveys, resolutions, and documentation for the Board of Trustees.

Oversees the production of monthly reports including reconciliations with funders; responsible for preparing financial statements and cash flow projections for use by executive management, the Board of Trustees, the Foundation Finance/Executive Committee, and the Foundation Board of Directors.

Assists the Executive Director, Human Resources & Organizational Development in the design, implementation, and timely calculations of wages, salaries, and benefits for employees.

Oversees the maintenance of the inventory of all fixed assets, including assets purchased with government funds, assuring all are in accordance with federal regulations.

Serves as liaison with outside agencies such as the North Carolina Community College System Office, the N.C. Association of Community College Business Officers, Office of State Controller, Office of the State Auditor, and Buncombe and Madison Counties.

Provides strategic oversight for facilities and operations, construction management, energy management, safety, campus police, emergency management, risk management, and sustainable operations.

As the Emergency Manager, oversees the annual review and implementation of the Emergency Operations Plan as needed.

Oversees the strategic business development efforts of the College including the bookstore, Trailblazer Café, and vending.

Serves as the ELT liaison for the Sustainability Committee and the Emergency Preparedness Committee.

Convenes the annual and called meetings of the Joint Capital Advisory Committee which oversees the expenditure of Buncombe County Article 46 (“quarter center sales tax”) funds.

Either serves as or appoints the College’s representative on the Board of Trustees of the Asheville Museum of History, which owns and oversees the Smith-McDowell House located on the Victoria campus.

Responsible for compliance with SACSCOC standards pertaining to business and facilities, specifically Financial Resources (13.1), Financial Documents (13.2), Financial Responsibility (13.3), Control of Finances (13.4), Physical Resources (13.7), and Institutional Environment (13.8).

Handles relations with vendors, students, and the public involving inquiries or concerns about the conduct of the college’s business.

Assists and directs subordinates with their departmental functions.

Contributes to the College Vision, Mission, Values, and RISE statement.

Supports workforce diversity in all its aspects.

Assumes other job-related duties as directed by the President.

Minimum Requirements:

Master’s degree in Business, Finance, Accounting, Public Administration, Social Sciences, or related field.

Seven years of full-time or equivalent financial management work experience.

Experience in creating budgets and working with highly complex business processes and complex organizations.

Non-profit or higher education work experience.

Preferred Qualifications:

Certified Public Accountant Licensure.

Community College work experience.

Proficiency in a foreign language such as Spanish, an East Slavic language, and/or American Sign Language.

Total Compensation:

Your total compensation goes beyond this maximum salary. Your A-B Tech benefits represent nearly 30% of your total compensation. $154,379. The total compensation for this position includes a 24.04% employer contribution to a defined pension plan, contributions towards medical and dental policies, and fully funded life insurance / accidental death & dismemberment policy.
