Job Description:

Develop a Training Support Package, courseware, and training products for the Army EM courses. FEMA doctrine will be adapted to the unique needs of an Army Installation. Each class will not exceed 30 students (Classroom Training Instructor to student ratio 1:20).Teams shall assess the following functions: Emergency Management (EM), Law Enforcement, Fire Emergency Services, Emergency Medical Services (EMS), Physical Security, and Public Affairs.Assess All-Hazards Emergency Management (EM) exercises and validate Protection capabilities.Develop custom assessment criteria to best align assessment with critical client-specific assessments that will be approved by the government.Assess Protections and emergency management processes, plans, and standard Operating procedures, or guidance for performance with established emergency management Directives, regulations, policies, civil rights laws, standards, and guidance.Assess training and plans to ensure the capability to continue essential functions during all hazards.Assess how installations provide coordination and assistance to major activities to ensure the capability to continue essential functions during any event or incident.Assess how installations coordinate emergency response and preparedness training, exercises, and assistance; including the different managing components of emergency management program(s) and activities during a response, including Emergency Operations Center activation and operations.Provide feedback using an After-Action Report (AAR) that identifies strengths and areas for improvement, as observed during the exercise. Contractor shall provide information needed to validate the EM plan, identify resource requirements, or update training and equipment requirements.Provide subject matter expertise and technical advice on installation's ability to Prevent, Protect, Mitigate, Respond to, and Recover (P2MR2) from a human-caused or natural event, to support readiness and power projection requirements activities associated with natural and/or man-made disasters.Provide a Master Scenario Events List (MSEL) with a chronological timeline of expected actions and scripted events to be inserted into exercise play by controllers in order to generate or prompt player activity.Participate in meetings with internal staff and representatives from staff agencies and industry to determine exercise program status, major milestones, and coordination of each to detect in advance potential slippage or increased costs; and to ascertain appropriate action required to maintain or improve exercise program schedules.Take actions necessary to correct any identified problem areas; and/or manage short- and long-range planning activities that include multi-year training/work plans that are the products of subordinate organizational projects/programs.

Qualifications:

Secret security Clearance Required.BA/BS in related field (preferred/Not Required).Homeland Security Exercise and Evaluation Program (HSEEP) subject matter expertise with a minimum of five years' experience in conducting exercise assessment and evaluations.5 years military and/or civilian experience in evaluating exercises and evaluating multi-agency, multi-disciplinary, and multi-jurisdictional emergencies based on risks from identified hazards and threats, including incidents with cascading impacts.FEMA Train the Trainer certified and NIMS qualified.Significant knowledge and understanding of the National Incident Management System/Incident Command System (NIMS/ICS) courses, and Incident Management System (IMS) course.Experience in the development and application of new methods, approaches, and technology.
