Los Angeles Community Health Project (CHPLA) is a program of Heluna Health. CHPLA’s mission is to improve the health and wellbeing of people affected by substance use in Los Angeles, to increase access to health care, empower people to protect themselves, and educate each other to reduce harm in our communities. CHPLA combines direct services, advocacy, outreach, education, and research collaborations to fulfill this mission. Los Angeles Community Health Project was founded in 1992.

Under the direction of the Director of Client Services, the Clinical Supervisor is responsible for providing clinical supervision to CHPLA’s ICMS LEAD Program (Intensive Case Management Program) that supports both staff and participants. LEAD is a collaborative project designed to divert individuals arrested for low-level drug offenses and/or prostitution into social services rather than the criminal justice system. These individuals will be engaged in supportive services with the goal of reducing legal recidivism and improving quality of life.

CHPLA provides harm reduction services across greater Los Angeles through a range of delivery models and person-centered service modalities. This person will be expected to support case management and harm reduction care services provided by CHPLA, ensure clinically sound interventions and quality of care, and provide ongoing clinical support to staff.

This is a full-time benefitted position.

The pay for this position is $90,000.00 annually.

Employment is provided by Heluna Health.

ESSENTIAL FUNCTIONS

Program Management

Generate monthly reports, collect program data, and monitor contractual compliance benchmarks.

Maintain a client roster and assign client cases to program staff.

Support LEAD Program team in assessing and consulting about client/participant needs.

Support clinically appropriate linkages to outside service providers.

Engage in field-based intervention to support case managers with high acuity clients.

Track and monitor client medication lists.

Attend treatment planning and case consultation meetings.

Respond to crisis situations to assess and deescalate.

Submit incident reports to DHS within 24-48 hours.

Oversee and support charting and electronic records of case managers.

Assess the needs of program staff to ensure effective case management.

Monitor the progress of program participants.

Provide quality supervision regarding case management support and documentation.

Accompany and monitor field-based services, as needed.

Oversee drop-in center services ensuring a safe space for participants.

Attend all required trainings and meetings.

Advocate and lead at ongoing court hearings for participants.

Participate in scheduled rotation of coverage for on-call crisis intervention hotline.

Document interactions from the on-call crisis intervention hotline.

Be available some evenings and weekends to provide guidance during emergencies.

Community Engagement

Work directly with local police departments to build relationships and educate on program.

Represent the Agency in a professional manner at meetings and community events.

Represent CHPLA at meetings with law enforcement and other partners.

Know and articulate the mission, vision, and core values of CHPLA and harm reduction.

Team Leadership

Troubleshoot with CHPLA leadership team to develop strategies to achieve program goals.

Facilitate and participate in all-staff meetings at CHPLA.

Provide clinical oversight of LEAD Program case management services.

Provide in-person assessment and crisis intervention for LEAD participants.

Accompany each case manager during meetings with LEAD participants quarterly.

Conduct regular chart review and case conferences.

Conduct regular clinical supervision sessions with ICMS staff.

Be available on-call to provide guidance during emergencies.

Provide weekly individual and group supervision for staff and interns.

Evaluate staff for performance-related issues.

Support maintaining a safe and positive work environment.

Collaborate to develop policies and procedures for improved service delivery.

Attend community meetings to promote education about the LEAD program.

Provide clinical and trauma-informed trainings for CHPLA staff.

NON-ESSENTIAL FUNCTIONS

Other duties as assigned by the Executive Director and Director of Client Services.

JOB QUALIFICATIONS

Education/Experience

At least three (3) years of experience working with people experiencing homelessness and/or substance use issues.

Master’s degree in social work or similar mental health-related major.

At least two (2) years of experience providing direct social services or Intensive Case Management Services.

Experience supervising a team of case managers or similar roles.

Expertise in outreach and engagement strategies, harm reduction, crisis intervention, and substance use.

Lived experience and/or diverse background is preferred.

Experience with clients who use drugs or engage in sex work.

A minimum of 3 years of experience in crisis assessment and stabilization services.

Understanding of harm reduction, trauma-informed care, and client advocacy.

Understanding of oppression and disenfranchisement in society.

Able to travel and work in the field as needed.

Bilingual/Spanish-speaking is preferred.

Certificates/Licenses/Clearances

A valid California driver’s license and reliable transportation.

Must be at least 21 years of age and will be required to enroll in the DMV Pull Notice program.

Background check clearance required.

Active/Valid BBS license as a Clinical Social Worker or Marriage and Family Therapist is preferred.

General Office Setting. Position requires some traveling, scheduling, attending meetings and client outreach.
