This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Cybersecurity & Related Positions (OPM) to recruit and appoint qualified candidates to positions in the competitive service. You will serve as an IT policy and programming analyst developing comprehensive IT management strategies and command, control, communications, computer, and cyber (C4/cyber) policies and procedures for the organization. This position is located at USSOUTHCOM in Miami, FL.Responsibilities:

Develop comprehensive IT management strategies for the organization.Maintain IT systems used for information transmission.Manage programs to ensure IT programs comply with DoD and command policies.Represent HQ USSOUTHCOM J6 management on system/policy reviews.Develop comprehensive command, control, communications, computer, and cyber (C4/cyber) policies and procedures.Coordinate IT requirements activities with all USSOUTHCOM component staff.Assess IT policy and regulation needs and requirements for USSOUTHCOM J6.Develop strategy and plans for implementation of data-centric and C4/cyber modernization initiatives.Collaborate with senior-level action officers, engineering, and network operations staff.Integrate a C4/cyber strategy that aligns with the organization's objectives.Requirements:

One year of specialized experience equivalent to the GS-13 grade level in the Federal service which includes:Developing IT management strategies to analyze information.Providing command, control, communications, computer, and cyber (C4/cyber) strategic guidance and technical expertise.Utilizing strong communication skills to represent management on system/policy reviews and briefing senior leadership.Drafting and publishing cyber policy using data-centric modernization initiatives and IT architecture.Education:

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.Additional Information:

Permanent Change of Station (PCS) allowances may be authorized, subject to the provisions of the Joint Travel Regulations and an agency determination that a PCS move is in the Government Interest.
