The Position is headquartered in Sacramento.

Under the general direction of the Assistant Human Resources Chief, the Staff Services Manager I (Workforce Development Manager) is responsible for assisting in the design, organization, and implementation of outreach and recruitment strategies, training and staff development. The incumbent is responsible for CDA’s Position Control, overseeing the establishment of and maintaining CDA’s position and employee roster. The incumbent will oversee a team of analysts and CDA’s Training Officer and will employ various recruitment strategies, as well as employee succession and retention plans, and prepare a variety of reports for leadership.

Working Conditions

This position is hybrid and eligible for telework up to three days a week, in accordance with the Statewide Telework Policy, and will be required to report to the office as needed/required. The successful candidate must reside in California upon appointment. The physical work location of the position is designated at the department's headquarters location, a three-story building and standard office modular workspace located in Natomas. The duties of the position require sitting for long periods of time while using a personal computer, reviewing documents, and attending meetings whether they are digital or in person.

Department Information

The California Department of Aging (CDA) administers programs that serve older adults, adults with disabilities, family caregivers, and residents in long-term care facilities throughout the State. The Department administers funds allocated under the federal Older Americans Act, the Older Californians Act, and through the Medi-Cal program.

Special Requirements

This position is designated under the Conflict of Interest Code. The position is responsible for making or participating in the making of governmental decisions that may potentially have a material effect on personal financial interests. The appointee is required to complete Form 700 within 30 days of appointment and once per year.

Desirable Qualifications

Experience leading a team that focuses on customer service and delivers on mission.

Knowledge of principles, methods, techniques, and tools for developing, scheduling, coordinating and managing projects.

Ability to build relationships and work collaboratively with all levels of state government.

Ability to consult with teams and leaders on business management topics.

Experience in Position Control, Management Information Retrieval System (MIRS), Payroll and Benefits.

Strong organizational and research skills.
