Coconino County Health & Human Services is developing an innovative youth behavioral resource center that will utilize an integrated service model to provide emotional, physical, and social support services to youth aged 12-18. This evidence-based project will utilize best practices from youth behavioral health centers, both nationally and internationally, to inform the project design. The Clinical Director will oversee the development of this resource center under the supervision of the Recovery & Resiliency Division Manager.

The Counselor/Clinical Director will perform professional work of unusual difficulty in developing the operational footprint of the Youth Behavioral Health Center. This position will also perform professional work of unusual difficulty establishing clinical operations, providing supervision, consultation, and management of professional mental health clinical staff, as an independent licensed provider; workload consists of clinical activities involving assessment, diagnosis, intervention, and consultation requiring independent decision making and judgment. The counselor/clinical director will provide both individual and group counseling services to assist individuals in achieving more effective personal, social, educational, and vocational development and adjustment to support their success.

The anticipated start date for this position is February 3, 2025. This is to align with the construction of the facility and allow for simultaneous development of program services and youth engagement.Please note: The hiring range for this position is $76,683.76 to $95,000.00.

Responsibilities:Directs, coordinates, and oversees the administration of clinical staff; plans develops, and implements comprehensive clinical treatment programs and clinical care services.Performs initial assessments to obtain a mental health history, assess for presenting problems, and assigns DSM (Diagnostic and Statistical Manual of Mental Disorders) diagnosis.Conduct psycho-social interviews and prepare/document sessions in accordance with licensing rules.Completes documentation to include but not limited to consents, assessments, ISPs, coordination of care with team members, individual therapy, and group therapy.Develops a treatment plan for targeted goals and outcomes.Makes referrals to providers as appropriate. Referrals will be documented and noted as part of the treatment plan goals.Conducts one-on-one counseling along with group counseling within the brief therapy framework.Participates and leads case staffing with appropriate involved staff and entities.Maintains accurate and current documentation in accordance with policy.Working knowledge of evidence-based psychosocial treatments and brief behavioral interventions for common mental health disorders, when appropriate (e.g., motivational interviewing, problem-solving treatment, behavioral activation).Develops and implements clinical standards of care.Assigns and evaluates clinical staff caseload and standards.

Essential functions of this position include but are not limited to: sitting, walking, standing, crouching, stooping, kneeling, reaching, bending and crawling for filing; working with and around others; dealing with interruptions; repetitive motion (hand/wrist/elbow/shoulder) for computer work, filing, copying etc.; vision acuity (near) for computer work and reading documents; hearing and speech for ordinary conversation; finger dexterity and touch for typing.

Minimum Qualifications:Master’s degree in social work or counseling from an accredited program; appropriate licensure through the Arizona Board of Behavioral Health Examiners to perform required duties. Possess a valid Arizona State license as a Licensed Independent Social Worker, or a Licensed Psychologist or a Licensed Professional Clinical Health Counselor.

Four years of behavioral health work experience and two years of supervisory capacity/oversight of personnel.

Preferred Qualifications:Five years of experience counseling children and/or adults in an outpatient clinical setting. Preferred three years of experience in the supervision of behavioral health technician staff and unlicensed counselors. Possess a valid Arizona State license as a Licensed Independent Social Worker, or a Licensed Psychologist or a Licensed Professional Clinical Health Counselor.

Additional Requirements:Must obtain an Arizona driver’s license by the date of hire, have a satisfactory 5-year Arizona motor-vehicle report and obtain a fingerprint clearance card.

ideal candidate

is an energetic, collaborative, and approachable leader, an excellent communicator with high emotional intelligence, is detail-oriented and solution-focused; and has experience developing and implementing clinical protocols. This individual will have considerable clinical experience working with youth. This individual will have a minimum of 2 years of supervisory experience and considerable experience in oversight of operational functions, program and staff management, and quality improvement.

The position is exempt from overtime.

Thorough Knowledge of:The most current edition of DSM diagnoses.Treatment Plans.Principles, practices, and techniques involved in providing professional counseling both in individual and group casework.Applicable federal, state, and local laws related to counseling, privacy, and licensure standards.Knowledge of clinical programs, methods, procedures, and standards within the area of expertise.Knowledge of all facets of professional client care within areas of expertise.Knowledge of intervention and therapeutic techniques.
